Notice ofregular meeting and tentative agenda was posted for public view at the OERB main of?ce on Friday January 7. 201 l. MEMBERS PRESENT: Terry Adamson, Pete Brown, Mike Cantrell, Phil Cook, Mike Cross, Bill Gifford, Suzette Hat?eld, Ronnie Irani, Julie Kruger, Tim Munson and Will Whitley . MEMBERS ABSENT: Mark Aebi, Lee Boothby, Tom Goresen, David House. Rob Johnston, Jim Medico, John Pilkington and Mike Wiskofske. MEMBERS RESIGNED AND NOT REPLACED: Steve Agee and JD. Holbird. CALL TO ORDER In the absence of Chairman David House, Vice Chairman Ronnie Irani called the meeting to order at 10:04 21.11]. Stitt welcomed Clint Sloan with E-Capitol News, Dave Thomas and Heath Kennedy with Brothers Co. and Phil Spurlin with Beacon. ATTENDANCE Secretary Kruger called the roll and reported that a quorum was present. MIN UTES Cross motioned to approve the November 2010 minutes. Brown seconded the motion and the motion carried by a vote of 1 1 and 0 nay. Director?s Report Stitt gave the Director?s report (attached). Jennifer Billings gave the Public Relations report (attached). Billings reported that the OERB had less media coverage this year compared to last, but explained that this was probably due to the absence of oil?eld accidents. Billings asked Wald to Show a clip of students at the Geo-Sciences Center, which the OERB helps to fund. Billings stated that she and Wald are working on the following projects: a Book launch ?Boomer Burrow, Home Clean Home? a Media event with Petro Tech graduates 0 Well site Safety Day I 1 1,000?? Site Restoration Media event 0 Economic Impact Study I Restoration Map (went live 1/10/1 1) OERB Board Minutes. l/l /201 1, page two. Wald showed the new interactive environmental map on the OERB Web site and explained how it works. Stitt announced that Stephanie Coy (OERB Student Education Director) is pregnant with triplets and on maternity bed rest, but working from home and planning to continue in her position after her maternity leave. COMMITTEE REPORTS ADMINISTRATIVE COMMITTEE No report. ACCOUNTING COMMITTEE Chairman Hat?eld reported that the latest deposit was $1 ,299,1 10.42 bringing the current balance to $10,613,575.81. The unencumbered cash balance is $3,926,598.52. Standage reported that transfers to the Energy Resources Revolving Fund from the OTC for 2010 totaled $208.492.72 and transfers from the OERB to the OTC totaled $370,609.86. The total amount of issues resolved to date due to the 2009 audit, total $231,375.93. SCHOLASTIC OUTREACH COMMITTEE Chairman Irani asked Schaeperkoetter to give her report (attached). Schaeperkoetter reported that Petro Tech classes were open for registration in both Oklahoma City and Tulsa. Scholarships for the classes will be evaluated quarterly based on the OERB budget and the need of the students. Five scholarship applicants were recently awarded scholarships. Schaeperkoetter announced that she is working with Ft. Sill and STARBASE in an effort to gain Petro Pros through some of their programs. Petro Pros are also being recruited around the state in order to alleviate the Oklahoma City and Tulsa Petro Pros from traveling so far. Registration for spring workshops is open. WorkshOps will be held in McAlester. Lawton, Stillwater. Tulsa, Elk City and Oklahoma City. Petroleum Scholarship applications are being accepted for students at Tulsa University. The University of Oklahoma and Oklahoma State University. The deadline is March 15[ and the application is on the OERB Web site. Well site Safety Day is in the planning stages and will be held sometime in April. lrani added that the committee is working with Oklahoma City University?s Dean of the College of Business and past OERB Chairman, Steve Agee, to consider adding OCU to the list of Universities to receive scholarships for petroleum related programs. ENVIRONMENTAL Chairman Adamson asked Phil Spurlin to give his report (attached). Sewers stated that 228 projects were sent to the OCC in 2010 compared to 222 in 2009. Four hundred twenty eight projects were received from the OCC in 2010 compared to 372 in 2009. Nine hundred and seven sites were restored in 2010 compared to 661 in 2009. Sowers believes the increase in the number of sites is due to the new site reconnaissance program. Sowers reviewed with the board four projects that are expected to cost over $20,000 to restore (report attached). OERB Board Minutes, 1/2011, page three. Adamson reported that the committee agreed to ask for a $500,000 increase in the environmental budget. Approximately twenty thousand of the proposed increase would be allocated to orphaned commercial pit restoration (Kelly pits project). Another $20,000 would be allocated to pre-erosion control for the Kelly pits and $300,000 for remediation on the Sable Marr pit. The remaining $150,000 would be spent on additional consulting fees to support standard restoration projects underway. MOTION: Adamson motioned to increase the Environmental budget by $500,000 as recommended by the committee. Cook seconded the motion and the motion carried by a vote of and 0 nay. PUBLIC EDUCATION COMMITTEE Chairman Pete Brown reported that the committee last met on January 4, 201 l. The following four items were discussed. 1. The contract with Brother?s Co. is due for renewal this year. An RF will be sent to several advertising ?rms and there will be a mandatory pre?bid conference. The committee will review the and choose approximately six ?nalists. 2. OCU is conducting an Economic Impact Study that should be completed by mid-February. 3. The IOGCC is developing a Web site that will house a hydraulic fracturing database and is requesting the OERB donate $100,000 towards its development. The committee would like to see this done and be able to contribute, but agreed that their budget is already allocated. The committee wondered if the environmental committee might be able to contribute to this project, but were uncertain whether the statute would allow their involvement. 4. The committee is moving forward in an effort to help other states with their ad campaigns. Montana, North Dakota, Arkansas and Wyoming were the states that the OERB was trying to help. Wyoming has been dropped from that mix due to the fact that their approval ratings are already very high and Arkansas has been put on hold while they work on raising funding. The committee is moving forward to help Montana and North Dakota, who are both eager and moving ahead. Adamson commented that he would like to talk with Brown further regarding whether the environmental committee could provide some funding towards the hydraulic fracturing project. Cantrell stated that the OERB may want to have the hydraulic fracturing database on its own Web site. Brown commented that the IOGCC was looking for credibility and that the Groundwater Protection Council would be more appropriate in that regard. Brown also stated that he would like to see funding come from a combination of states and further relayed that Oklahoma has already contributed $25,000 towards the project. Stitt commented for Chairman l-louse, who was unable to attend the meeting, stating that he would like for Brown and Adamson to discuss the issue further and then communicate with the IOGCC. Attached is a summary report of work orders issued to construction contractors for phase restoration work since November 10, 2010. For this period, the OERB issued 31 work orders fora total of $250,816.00, the largest being issued to Renegade Construction in the amount of $26,480.00. Refund period is January 1 through March 31.
