1 Narrative
(

On Sunday, Octobe~ 9 .. 2016 at approximately ~918 hours, I was dispatched to the report of an
harassment complaint 1n the lobby of New Bnta1n Police Department located at 10 Chestnut Street.
Upon arrival: I spoke with Kenneth H~a.s who was the complainant. He stated that he was appointed
by Mayor Enn Stewart to the New Bnta1n Board of Conservation Commissioners. Haas stated that he
responded to ~ commen t that one of his friends made on facebook which caused Robert Berriault and
o~he r commun1ty members to t ak~ notice. Haas stated that one community member was being very
~1sresp~ctful and he made th e m1stake of saying that he had access to all the civil and criminal records
In the c1ty. Haas stated that Berriaul t became very upset at this comment and on 09/20/16 began to
c:eate posts abou t how he shouldn't be in office. Haas stated that there have been three total posts
smc.e: then . He also stated that Berriau lt made a facebook petition to get him out of his elected
pos1t1on. Haas stated that Berriault only attacked his political stance and expressed how he was not
qualified fo r his position. He stated there have never been any threats of violence. Haas stated he
contacted the Dean of Western New England University Law School where Berriau lt is a student to
alert them of his acti ons. Haas stated th at he just wants Berriau lt to ligh ten.up on the posts and kee p
things civil.
I spoke with Robert Berriault via telephone. He stated that he only attacked Haas' political sta.nce and
the fact that he isn't qualified for his current position. Berriault stated tha t he has no personal ts sues
with Haas whatsoever. He stated that the Dean of his school was not concerned about his fa cebook
posts as he was just stating his opinion. Bernault stated that he has drafted a letter to the editor of the
New Britain Independent stating his case concerning Haas. He stated that he will no longer post
anything on facebook pertaining to the issue.
1 advised

Haas that this was not a criminal act and tha t Berriault had every right to voice his opinion. I
advised Haas that when you choose a career in politics that harsh cnticism comes with the territory.
Haas stated that he understood.
