Goal of the project is to better understand how curb ramp costs in Seattle compare to costs in other major cities. The assignment evaluated cities that are similar in topography to Seattle as well as other major cities. Cities include Bellevue, WA; Portland, OR; New York, NY; Arlington/District of Colombia; Philadelphia, PA; Los Angeles, CA; San Francisco, CA; Minneapolis, MN; Chicago, IL; and Boston, MA. SUMMARY: The cost of constructing curb ramps in major cities ranged from $6,000 to $22,800 with majority of the cities averaging $9,000 to $19,000. West coast cities such as San Francisco and Bellevue with similar topography as Seattle reported the highest costs averaging $18,500 per curb ramp. This makes sense because surveying, design, and construction costs would be much higher in hillier areas due to the need for detailed design and construction to chase grades beyond the physical limits of the curb ramp to meet ADA grade requirements. Soft costs are based on what each City typically experiences and are by no means exact. Soft costs averaged about 40% of the total cost ranging from 28% to 60% of the total costs. Specific estimate assumptions are citied in the detail estimate breakdown attached. The soft costs are ball park figures and have not been vetted with the agencies. Below is a brief summary for each city: BELLEVUE, WA The City of Bellevue provided estimates for two representative projects as part of the 2015 Overlay Program and 2015 Pedestrian Facilities Program. The City provided actual construction cost paid to the contractor as well as actual design costs. Items not triggered by curb ramp construction were excluded from the overall total. Items such as drainage and pedestrian signal improvements associated with the curb ramp work were included in the overall total. Bellevue had the highest actual construction cost per curb ramp. Average combined construction and soft costs per ramp ranged between $18,000 and $20,000. SAN FRANSISCO, CA A recently designed Bus Rapid Transit (BRT) project, Van Ness Avenue BRT, was used as an example and the estimate was modified to one (1) intersection with eight (8) curb ramps. Two separate estimates were provided; one from HNTB and one from the Contractor. The Contractor’s estimate was within 3% of HNTB’s estimate. The average cost per curb ramp was $17,200. CHICAGO, IL The construction estimate is based on one (1) corner with two (2) ramps while the soft cost is based on one (1) intersection with eight (8) ramps. The work did not trigger drainage improvements. The average cost per curb ramp was $8,500. BOSTON, MA Boston analyzed 24 curb ramps as part of the Casey Arbor Way Project. The unit bid prices are based on typical prices in the area. The work did not trigger any drainage and pedestrian signal improvements resulting in lower cost per curb ramp at $8,882.32. PHILADELPHIA, PA Philadelphia utilized 2015-2016 unit bid prices using four representative projects. An estimate was developed for one (1) intersection with eight (8) curb ramps. Average cost per curb ramp was $8,900. NEW YORK, NY New York reviewed 13 different curb ramp prices and provided an average value for a typical curb ramp. 2016 unit bid prices were used to develop an estimate for one (1) intersection with eight (8) curb ramps. Average cost per curb ramp was $13,960. MINNEAPOLIS, MN Average unit bid prices are average of two design projects, one with eight (8) urban intersections in downtown and one with three (3) suburban intersections as part of the safe routes for school project. Average cost per curb ramp was $13,500. ADA Curb Ramp Estimate Summary Page 3 of 3 DISTRICT OF COLUMBIA (DC)/ARLINGTON The DC region had the lowest cost per ramp at $6,000. The projects selected were in flatter terrain and did not require asphalt paving, drainage structure relocations and associated pipe connections. In addition, DC’s philosophy is to contract with small local consultants and contractors could explain the lower cost. LOS ANGELES, CA Two representative projects were considered; one was an arterial roadway and one was a neighborhood sidewalk project with seven (7) curb ramps, sidewalk on one side and residential driveways. Los Angeles seems to have the highest soft costs compared to other cities. The average cost per curb ramp was $21,000. PORTLAND, OR/VANCOUVER, WA The City of Portland is in the process of reviewing costs for construction the ramps and provided a ball park estimate of $4k to $8k per corner for work performed by Maintenance group and up to $20k on complicated projects requiring design. We recommend following up with Eva B. Huntsinger with the City of Portland Bureau of Transportation at Eva.Huntsinger@portlandoregon.gov. In lieu of Portland, we have included costs from Vancouver, WA. We obtained actual contractor bid for the representative project. The soft costs were estimated higher because the curb ramp locations were spread out through the City and involved many neighborhoods. The soft costs need to be confirmed with the City. The average cost per ramp was estimated at $7,200. Note that all the contractors that bid on the project were small and local contractors. It is possible that Portland would be much higher because of the complex traffic conditions in the downtown area. ATTACHMENTS: Attached are detailed cost estimates broken up by City.
