Robertson Construction Tayside- Responsible for carrying out visual Intrusive surveys and organising and management of remedial works W.A Fairhurst Project Engineers for the Construction of Forfar/Carnoustie Schools Responsible for carrying out visual inspections and identifying any remedial works to be carried out, and to ensure the works are carried out to their satisfaction and schools are safe for use thereafter. Goodson Associates Initial independent engineers for Robertson Construction to carry out visual inspection, and later appointed by IML to act as independent engineers during the investigations Report on Visual and Structural Findings Burnside P.S. Carnoustie 1. Introduction Following on from the structural faults found on the Edinburgh Schools Project earlier this year that identified various issues with Head Restraint Ties, Wall Ties and Bed Reinforcing, 7 schools within the Forfar/Carnoustie PFI contract were surveyed to establish that the construction met the design criteria. The schools investigated were of steel/concrete framed structures with an external envelope of "non?load bearing? walls. In these schools, cavity masonry construction is primarily limited to games halls, with timber/metal stud framing used elsewhere such as the accommodation wings. In line with the initial information from the Edinburgh Schools investigation, investigations focused on these areas of cavity masonry wall construction and the interaction of wall panels with the principal structural frame. The report detailed below is for Burnside Primary School. (Opened 2008) 2. Visual Inspections Robertson Construction (Tayside) appointed Goodson Associates to carry out visual inspections to identify any potential concerns regarding the stability of external walls. The inspection identified minor cracking to mortar beds on all elevations, with some evidence of cracking to render panels. There was also an area above the main entrance where there appeared to be a couple of blocks at high level that appeared to be out of line. Following on from the initial visual inspection by Goodson Associates, arrangements were made to carry out a further visual inspection with the original contract engineers (W.A.Fairhurst Partners) to further identify any potential signs of structural failures, and this report is included within this document. Following on from these visual inspections, the decision was made to carry an intrusive survey, and investigations were arranged to be carried out on 27/08/16. The investigation took place externally at random locations over various elevations. Appendix la Goodson Associates visual report . Intrusive Survey 8: Findings During the investigations it was evident that in certain areas, the structure was not built in line with the original design. Photos and marked up drawings of our findings, were issued to W.A Fairhurst for review. As Goodson Associates were originally appointed by RCTL on the initial inspections, IML, then appointed them on behalf of themselves and Elgin Education to support the information being issued. This was practical, as they were already familiar with the schools to be inspected. Throughout the investigations-of Goodson Associates, was issued with the evidence from the investigation for comment and subsequent questions were answered by? In addition, during these investigations Colin Scott of Angus Council was in attendance Our findings and variations from construction drawings are included in Appendix 2a RCT intrusive survey report - Report/Photographs - Marked up drawings Appendix 2b Variations from design Head Restraints The head restraint detail identified for both gable ends of the games hall on Fairhurst Drawing No 60299-54-073 was not found at the time of the intrusive survey, however there were ties installed at regular intervals from the beam over the cavity to the outer leaf, although this was short on embedment (30?35mm). 0n the two long elevations of the games hall the internal steel beam lies on it flat with the block work built into the web of the beam, which acts as a head restraint. Bed reinforcing Internal walls are constructed with 2no skins of 100mm block tied together to achieve a 215mm thick wall, therefore bed reinforcing is not required. Wall ties Various areas were investigated and the findings were as follows: Where wall ties were exposed at the various locations, embedment was confirmed to be an average of 70mm. 4. Remedial actions Reports were forwarded to Fairhursts and calculations were checked, along with a further visit to site, to carry out another survey to confirm remedial work details. Following the recalculations, details were issued to all parties and confirmed as acceptable prior to works commencing. The extent of works involved were mainly restraint straps installed at agreed locations within the plant room area along with some restraint straps installed to the rear gable end of the games hall. Also the area where the out of line blocks above the main entrance was investigated further. Blocks were realigned and re?bedded. it was evident that these blocks looked like they had been displaced during the installation of roof flashings Details of rectification works are detailed within Appendix 3 with WA Fairhurst?s final completion report included in Appendix 4 5. Conclusion All remedial works have been carried out and signed off to the satisfaction of our structural engineer, which concludes the investigation at Burnside Primary School, with no further action required. Carnoustie Schools Survey Report 7.0 Burnside Primary School, Carnoustie 7.1. Introduction This school is mainly two storey, of steel frame construction with single storey areas in timber frame construction. The Games Hall is steel frame construction. The external finish is blockwork and render. 7.2. Inspection The external walls were generally found to be in good order. The alignment of the walls was noted to be good. The blockwork panels were noted to be in good order. Some minor hairline cracking was noted at windows and doors. Hairline cracking at windows The render panels were again in good order. Robertson's Inspection Report The inspection undertaken by Robertson did not identify any defects. There is no Survey Record and no intrusive investigations were undertaken. 7.4. Conclusion The blockwork was found to be in good order. No defects which are indicative of possible problems with either the wall ties or stability of the outer leaf were noted. The cracking noted in the render is typical of shrinkage. Arrangements were made to carry out the investigations on 27/08/16. The investigation took place externally at random locations, and the ?ndings were as follows. Photos of the ?ndings and marked up drawings were forwarded to WA. Fairhurst for review. Head Restraints The head restraint detail identi?ed on Fairhurst drawing 60299-84-073 was investigated and the following was found. A single block was removed (location 6 on photos and marked up plan) and although different from the detail on the drawing, the wall was tied at the head by a standard wall tie fixed along the line of the eaves beam at regular intervals with a 30?35mm embedment and await further comment from Russell Miller of Fairhurst. Bed Reinforcing Walls are constructed with two skins of 100mm block tied together to achieve a 215mm wall. No bed reinforcing has been speci?ed. We confirm having reviewed the results of the various investigations and works undertaken and report as follows. The design philosophy for the wall panels at the Games Hall is that they span horizontally with support provided to the ends of panels by columns and wind posts. The blockwork is exposed to the wind and extends to roof level at the gables but the elevation walls are sheltered by having lower sections of building abutting. At the gables there is no specified requirement for a wall head restraint at the top of the panels. At the elevation walls, support is provided by a horizontal steel beam on its side, with the blockwork built into this. There is no design requirement for structural wall reinforcement in the beds. The investigation of the wall ties in the area of double skin cavity masonry construction at the Games Hall has revealed as follows: Wall tie embedment into the cavity wall construction: Location 1, embedment is 75mm Location 3, embedment is 70mm Location5, embedment is 70mm On the basis of this we are satisfied that the wall ties connecting the two leafs are in accordance with the requirements of 885628, Clause 25.2.6. We also have details for Location 6 where the wall tie which was exposed only has 35mm embedment. These ties connect the steel to the wall at the wall head. Our design check has identified that the wall panels can span horizontally. hence there is no requirement for a structural load transfer connection here. However as the tie has less than the speci?ed requirement in terms of embedment, a line of remedial tie straps have been installed along the wall head at the gable. This will ensure the stability of the wall head. The inspection has shown that the blocks at the wall head at the elevations are built into the tie beam in accordance with the design requirement. A wind post has been omitted adjacent to the plant room stair, although there is a return wall present which provides lateral support. We have undertaken a design check on the gable panels. This confirms that at the Plant Room gable, the panels remote from the stairwell do not require a wall head restraint. Remedial works were undertaken to install internal tie straps in the area of the stairwell and plant room. The remedial works are detailed on our Drawing No 115831-SK2A (Sheets 1 and 2), a copy of which is enclosed. We have also enclosed Record Photograph of the remedial works. Two possibly disturbed external blocks were noted at the head of this section of wall at the external face. These were removed and re?bedded as part of the remedial works.
