Forfar 1. Introduction Following on from the structural faults found on the Edinburgh Schools Project earlier this year that identified various issues with Head Restraint Ties, Wall Ties and Bed Reinforcing, 7 schools within the Forfar/Carnoustie PFI contract were surveyed to establish that the construction met the design criteria. The schools investigated were of steel/concrete framed structures with an external envelope of ?non-load bearing? walls. In these schools, cavity masonry construction is primarily limited to games halls, with timber/metal stud framing used elsewhere such as the accommodation wings. In line with the initial information from the Edinburgh Schools investigation, investigations focused on these areas of cavity masonry wall construction and the interaction of wall panels with the principal structural frame The report detailed below is for Langlands Primary School. (opened 2008) 2. Visual Inspections Robertson Construction (Tayside) appointed Goodson Associates to carry out visual inspections to identify any potential concerns regarding the stability of external walls. The inspection identified minor cracking to mortar beds on all elevations, with some evidence of cracking to render panels. Following on from the initial visual inspection by Goodson Associates, arrangements were made to carry out a further visual inspection with the original contract engineer (W.A.Fairhurst Partners), to further identify any potential signs of structural failures, and this report is included within this document. Arrangements were made to carry out the inspection on 22/06/16 Following these visual inspections, the decision was made to carry out intrusive surveys, and investigations were arranged to be carried out on 21/08/16. The investigation took place externally at random locations over various elevations. Intrusive Survey 8: Findings During the investigations 3 areas were inspected externally where only one wall tie was exposed, and although ties were at regular intervals the embedment was found to be short of the recommended 50mm. The embedment was confirmed at 45mm. Because of this, it was recommended that further inspections be carried out to identify whether this embedment length was uniformed throughout the build, and findings are included later on in this report. As Goodson Associates were originally appointed by RCTL on the initial inspections, then appointed them on behalf of themselves and Elgin Education to support the information being issued. This was practical, as they were already familiar with the schools to be inspected. Throughout the investigations-f Goodson Associates was issued with the evidence from the investigation for comment, and subsequent questions were answered by_of W.A.Fairhurst. In addition, during this investigation?of Angus Council was in attendance. Our findings are included in Appendix 2 RCT intrusive survey report - Report/Photographs - Marked up drawings Head Restraints This games hall construction differs from the rest of the schools, with the upper section being formed with timber linings, and no head restraints identified on any drawings, therefore was not inspected for these. Bed reinforcing Internal walls are constructed with 2no skins of 100mm block tied together to achieve a 215mm thick wall, therefore bed reinforcing is not required. Wall ties Various areas were investigated and the findings were as follows: Initially one tie was found to be 45mm. Additional inspections proved where there was a block inner outer leaf ties were found to be 55mm. Where the walls had a timber frame inner the wall ties were confirmed as having a 65mm embedment. 4. Remedial actions Reports were forwarded to Fairhursts and calculations were checked, along with a further visit to site, to carry out another survey to confirm remedial work details. The only recommendation put in place was by Fairhurst, was to carry out some more investigations to confirm the average wall tie embedment, with confirmation of the average embedment length confirmed above. Conclusion All investigations have been carried out and signed off to the satisfaction of our structural engineer, which concludes the investigation at Langlands Primary School, with no further action required. However, it would be prudent to select areas in each of the remaining schools which have smaller cracks and carry out random intrusive works. These works may result in con?rming the level of any maintenance required over a prolonged period. Please note that this approach only addresses the existing wall ties and embedment at high levels in an attempt to reduce or remove the possibility of uncontrolled collapse of any wall panels around each school building. The Games Hall is of steel frame construction. The external finishes are facing blockwork and render. 4.2. Inspection The external walls were generally found to be in good order. The alignment of the walls was noted to be good. The blockwork panels were in good order. with no significant defects noted. At the Games Hall a stepped crack was noted at the base of the wall. Vertical cracking was noted at high level at the internal corners. Robertson's Inspection Report The separate inspection undertaken by Robertson did not identify any defects. There is no Survey Record and no intrusive investigations were undertaken. 4.4. Conclusion The blockwork was found to be in good order. No defects which are indicative of possible problems with either the wall ties or stability of the outer leaf were noted. The cracking noted in the render is typical of shrinkage. Arrangements were made to carry out the investigations on 21/08/16. The investigation took place at 4no locations on various elevations externally Head Restraints The construction of external walls at this school differs from the others, with the upper section of the walls to the games hall being timber lining. There are no details showing the requirement for head restraints and this is to be discussed further with our engineers. No investigations were carried out for any head restraints internally and may have to arrange further access following the discussions Bed reinforcing There is no evidence of bed reinforcing being required here. Wall ties These were found to be at regular intervals wherever exposed during the investigations however only one tie was exposed at the location of block removal, and the tie had an embedment of 45mm. We confirm having reviewed the results of the various investigations and works undertaken and report as follows. ?Ems LONDON The design philosophy for the wall panels at the Games Hall is that they span horizontally with support provided to the ends of panels by columns and wind posts. The outer leaf 5mm blockwork here does not extend to roof level and the top of the panels are supported by a mm horizontal steel beam on its side, with the blockwork built into this. Hence there is no need mm" for a proprietary head restraint detail. There is nt design requirement for structural wall THunso reinforcement in the beds. The investigation of the wall ties in the area of double skin cavity masonry construction at the Games Hall have revealed as follows: Wall tie embedment into cavity wall construction. Location 2 45mm Additional Investigation 1 55mm Additional Investigation 2 65mm On the basis of this, we are satisfied that the wall ties connecting the two leafs are in accordance with the requirements of BS5628, Clause 25.2.6. We therefore conclude that the wall ties are satisfactory and no remedial works are required.
