Robertson Construction Tayside- Responsible for carrying out visual Intrusive surveys and organising and management of remedial works W.A Fairhurst Project Engineers for the Construction of Forfar/Carnoustie Schools Responsible for carrying out visual inspections and identifying any remedial works to be carried out, and to ensure the works are carried out to their satisfaction and schools are safe for use thereafter. Goodson Associates Initial independent engineers for Robertson Construction to carry out visual inspection, and later appointed by IML to act as independent engineers during the investigations Report on Visual and Structural Findings Strathmore P.S. Forfar 1. Introduction Following on from the structural faults found on the Edinburgh Schools Project earlier this year that identified various issues with Head Restraint Ties, Wall Ties and Bed Reinforcing, 7 schools within the Forfar/Carnoustie PFI contract were surveyed to establish that the construction met the design criteria The schools investigated were of steel/concrete framed structures with an external envelope of "non?load bearing? walls. In these schools, cavity masonry construction is primarily limited to games halls, with timber/metal stud framing used elsewhere such as the accommodation wings. In line with the initial information from the Edinburgh Schools investigation, investigations focused on these areas of cavity masonry wall construction and the interaction of wall panels with the principal structural frame. The report detailed below is for Strathmore Primary School. (Opened 2008) 2. Visual Inspections Robertson Construction (Tayside) appointed Goodson Associates to carry out visual inspections to identify any potential concerns regarding the stability of external walls. The inspection identified minor cracking to mortar beds on all elevations, with some evidence of cracking to render panels. Following on from the initial visual inspection by Goodson Associates, arrangements were made to carry out a further visual inspection with the original contract engineer (W.A.Fairhurst Partners), to further identify any potential signs of structural failures, and this report is included within this document. Following these visual inspections, the decision was made to carry out an intrusive survey, and investigations were arranged to be carried out on 20/08/16 21/08/16. Intrusive Survey 8: Findings During the investigations it was evident that in certain areas, the structure was not built in line with the original design. Photos and marked up drawings of our findings, were issued to W.A.Fairhurst for review. As Goodson Associates were originally appointed by RCTL on the initial inspections, IML then appointed them on behalf of themselves and Elgin Education to support the information being issued. This was practical, as they were already familiar with the schools to be inspected. Throughout the investigations-of Goodson Associates, was issued with the evidence from the investigation for comment and subsequent questions were answered by _of W.A.Fairhurst. In addition, during these investigations?of Angus Council was in attendance on 20/08/16 and-of Angus Council was in attendance on 21/08/16 Our findings and variations from construction drawings are included in Appendix 2a RCT intrusive survey report - Report/Photographs Marked up drawings Appendix 2b Variations from design Head Restraints The head restraint detail identified for both gable ends of the games hall on W.A.Fairhurst Drawing No 60299?52-172 was not found at the time of the intrusive survey and deemed not to be installed, as there was no evidence of these being fitted. Bed reinforcing Internal walls are constructed with 2no skins of 100mm block tied together to achieve a 215mm thick wall, therefore bed reinforcing is not required. Wall ties Various areas were investigated and the findings were as follows: Where the inner wall constructed of timber frame, wall ties were found to have an embedment of 60mm Where the wall was constructed of block to the inner and outer walls, ties were exposed at the various locations, and embedment was confirmed to be an average of 50mm. The wall tie detail identified on drawing 60299?52-172 was found to be in place and ties were at regular intervals with an embedment of 70mm 4. Remedial actions Reports were forwarded to W.A. Fairhursts and calculations were checked, along with a further visit to site, to carry out another survey to confirm remedial work details. Following the recalculations, details were issued to all parties and confirmed as acceptable prior to works commencing. The extent of works involved consisted of restraint straps installed at agreed locations within the plant room area Details of rectification works are detailed within Appendix 3 with W.A Fairhurst?s final completion report included in Appendix 4 5. Conclusion All remedial works have been carried out and signed off to the satisfaction of our structural engineer, which concludes the investigation at Strathmore Primary School, with no further action required. Introduction This school is mainly two storey and is of steel frame construction. The external finishes are blockwork and render. 3.2. Inspection The external walls were generally found to be in good order. The alignment of the walls was noted to be good. The blockwork panels were generally found to be in good order. Hairline cracking was noted in the render panels at a few locations. The location of these defects has been annotated on the record plan at Appendix B. Arrangements were made to carry out the investigations on 20/08/16 and 21/08/ 16. The investigation took place at 7no locations on various elevations externally and lno internally within the plant room to the rear of the building Head Restraints The engineers drawing identi?es the requirement for head restraints at various locations and can con?rm that during our investigation, no head restraints were identified as being installed Bed reinforcing This was not investigated as the games hall walls are 215mm thick made up of 2X 100mm concrete block tied together over the width of the wall which is then tied to the outer leaf of block over the Width of the cavity, and there is no evidence of bed reinforcing being required here. Wall ties These were found to be at regular intervals wherever exposed during the investigations with an average embedment of 50mm. The tie at ?oor slab level between ground and first ?oor can be confirmed as being installed, and ties are at regular intervals with an embedrnent depth of 70m. The blockwork is exposed to the wind and extends to roof level, at one gable above the adjacent roof, and at parts of the elevations. In the other areas the lower part of the walls are sheltered by having SHEFFIELD single storey buildings and roofs abutting. At the elevations a wall head restraint is required at the top of the panels and a proprietary detail is speci?ed. There is no design requirement mum for structural wall reinforcement in the beds. mm The investigation of the wall ties in the area of double skin cavity masonry construction at the Games Hall revealed as follows: Location 1 Tie Embedment 60mm Location 2 Tie Embedment 50mm Location 6 Tie Embedment 70mm (tie fixed to steel) In one location wall ties were found to be folded up. Robertson has confirmed that other ties extended across the cavity at the correct centres in the area of the folded up ties. It appears that the purpose of the folded up ties is to hold the insulation in place. A step between the beds of the inner and outer leafs was also noted at Location 2. However, this appeared to be localised. The investigations have revealed that the wall ties have adequate embedment in accordance with 885628, Clause 25.2.6. The ties are generally property installed and in our opinion the structural integrity of the outer leaf is acceptable. The investigations undertaken revealed that the Ancon wall head restraint at the elevation is missing. However, the inner leaf of 215mm block is built tight into the web of the beam at the Games Hall area and this will provide adequate horizontal support. The blockwork panels at the gable walls span horizontally and we have undertaken a design check which confirms that these are acceptable without a specific head support.
