I asked Alfred ifhis father still had a knife, and he told me no. I entered the residence, and saw Alfredo and Evelyn Ramirez, sitting on their bed in their bedroom. I asked Alfredo and Evelyn ifthey had any weapons, and they advised that they both sleep with knives under their pillows. lthen had Alfredo and Evelyn move into the hallway away from the knives. I asked Alfredo and Evelyn what had happened, and they told me that Alfred had threatened them with a knife. Alfredo told me that Alfred wanted to order a pizza for diner. Alfredo told Alfred that was fine, but said he was going to take two slices of pizza for himself and Evelyn to eat if he ordered a pizza, Alfred then told Alfredo that if he took two slices ofpim without his permission that he was going to follow the ancient Egyptian law said cut his fingers off for oommiting a thett. Alfredo then told Alfred to leave his room, and he did. Alfredo also stated that Alfred is a mental health consumer, and from ADHD, bipolar disease, and is rnanie depressant. Alfredo also advised that Alfred has not been taking his medication for years because they can't afford the medicine. Alfredo also stated that they have not sought help from gulf bend for Alfred's mental illnesses smoe he was a juvenile. I then spoke to Alfred about the incident, and he told me he did make the commit of cutting ofi'Alfiedo's fingers, but insisted that it was not a threat. Alfred said he was simply making a reference to the ancient Egyptian law, but had no intent of actually cutting Alfiedo's fingers off. I asked Alfred about the knife he said Alfredo threatened him with when he contacted Police, and Alfred said that Alfredo took a knife into his hedroorn after he made the commit about cutting his fingers off, Alfred said that Alfredo never threatened him with the knife. I then contacted GulfBend via telephone, and spoke with employee Phillip Henneke, Phillip advised Ihat he would nut came speak with Alfred unless we were going to fill out an EDW on Alfred. I advised Phillip that w: did not have sufficient evidznca tn do an EDW, and he advised that he would follow up with the family at a later date. I then spoke with Alfredo and Evelyn and advised them that we did not have sufiicient evidence to show that any offense had occurred, or to perform an EDW on Alfred. Adviscd them to recoth Police if Alfred makes any threats toward them. Ithen spoke with Alfred and and advised him not to make any slatements toward his parents about causing them any physical harm in the enfnroemem of an ancient non axistent law. FDR use at AUTHORIZED PERSONNEL ONLY Assignment: On Sunday, 07.03.2012 at 1943 his, larrived at --in referenoe to a lapsed disturbanoe at the location. Complainant's Statement: Evelyn Ramirez, h/f' advised that around on this date. she had called her son, Alfred Ramirez h/m . intn her room to help her find the Icmute. She advised that when she was finally able to get him to get up and help her, he became angry when he found out what she had been yelling at. Evelyn stated that he started arguing and yelling at her. She advised that her husband, Alfredo Ramirez h/m started to get up and arguing back with Alfred. Evelyn advised that Alfred then pulled a pocket knife out of his pocket and them to shut up or he would Cut them. She advised that Alfied then went back to his mom. Evelyn advised that he had shown this type of behavior before and that she and her husband where afraid of what Alfred might do. Evelyn advised that Alfred has anger issues and is supposed to he on medication, but that he is not. She advised that she did not call for so long due to her trying to figure out what to do about him. She requested that officers go talk with him but advised that he has numerous weapons in his bedroom. Officer's Observations/Actions: Myself and P0 Salles went book to Alfred's room. When Alfredo opened the door to his sun's room, Alfred was sitting on the bed with a loaded crossbow pointed at the door and an open pocket knife up to his neck. P0 Salles and I immediately got out ofthe doorway and ordered him to drop the crossbow. Once he put the crossbow down, we got back in sight who was still holding the knife to his throat. I had holsetered my duty weapon and drawn my taser on Alfred. Alfred advised that he'would not put the knife down until I put down the taser. l>o Salles was able to get Alfred to put the knife down. Entry was not made into the room due to there still being several other weapons laying on the bed around Alfred. Alfred advised that he was not planning on hurting himself or anyone else with the loiife, he was just doing it to keep the police away. Alfred advised that he has been having ou-going problems with his parents. He stated on this date he finally went into his parean room afier they had been screaming for him. He advised he became upset after finding out what they had been yelling at him for. He stated that he started arguing with them. When he observed his father get up, he believed that his father was going to try and hit him with the cane as he usually does. That is when he pulled the knife out for protection. Alfred stated that when his father stopped, he went back to his mom to cool off and play video games, He stated soon afier, we arrived and he did not want us there so he figured he would point the crossbow at us and hold the knife to his throat so we would go away. I then advised him that he would have to come with me as I would be conducting an emergency detention on him. As I walked closer to Alfred, he picked up another knife from under his bed sheet and again placed it against his neck. I again had my taser drawn. After talking him into dr0pping the knife, Alfred was placed in handcuffs. I then placed Alfred in the back seat of my patrol car and transported him to the Citizen?s Medical Center, 2701 Hospital Dr, to begin the Emergency Detention process. Once Alfred was medically cleared, Tim Serrano with Gulf Bend came to the location to interview Alfred. After speaking with Alfred, Serrano advised that he would be recommending the detention. I then sat with Alfred until relieved by P0 Case. I also completed the application for emergency detention. The original was left with P0 Case and a copy was turned in with this report. Citizens Medical Center called the complaint in when a night shift ER doctor was clearing out chans from the day shift. Apparently a patient, Evelyn Ramirez, had come to rhe location with injuries from a fall, During her treatment she told staff she was living in fear at home as her mentally challenged son, Alfred Ramirez. ,had recently purchased a rifle and had previously threatened to shoot her. SPO Leet #1432 made contact with ER Nurse Jay (NOD) and acquired this information. They advised they did not know why VPD was not called during the day shifi as Evelyn was a patient around 1200 hours on 07-1610] 3. OFFICER OBSERVATION: SPO Leet and Iresponded to 1601 Dudley to conduct the Welfare Concern. Upon knocking on the door Alfred answered the door holding the rifle, a black stock Marlin .22 LR Cal bolt action rule which houses a seven round clip. Once he saw it was VPD knocking, he secured the firearm and we spoke to both him and Evelyn seperately. Evelyn confirmed she was a patient at CMC at around 1200 hours on 07-16-2013. She advised she had rallen over a carpet in the house and injured her side. She had difficulty getting around and explained she had both of her knees replaced via surgery. Evelyn advised she did tell CMC staff about being in fear of Alfred in general and the fist that he had purchased a rifle, above, fi'om Academy within the last month. Evelyn advised Alfied suffers from ADHD, depression and other unknown mental disabilities. She advised he feels he has a constant sense ofa need to "protect the house" and bought the rifle to do so without her knowledge. She feels he is in no mental state to own or possess a firearm, Evelyn advised she is worried What he could do With the fire arm and is worried about it being in the house. She advised he takes it out, carries it around, and places it by the door or coffee table for no reason. Evelyn advised once he told her don't even know why 1 should call you mom, you don't act like it! I should just shoot you." Evelyn advised Alfred is a past patient of Gulf Bend but does not utilize their services any more and did not take medication like he was supposed to when he was prescribed medicine. She advised she would feel safer if he did not have the ri?e in the house and requested VPD take possession of it. I made contact with Alfred and explained to him that the presence of the ri?e in the house makes his mother feel uneasy and unsafe. He advised he bought it to protect the house and his person. He began asking questions about when he could shoot it in the city and what rights he had to defend himself etc. I suggested to Alfred that I take possession of the ri?e and transport it to VPD for safe keeping to further ensure his mother felt safe and that there were no accidents etc. He agreed and allowed me to take possession of the ?rearm. The ?rearm appeared new and a wanted check revealed no returns. The serial number was As she advised she felt unsafe at times due to her sons mental state, APS was contacted by P0 Leet. Evelyn advised when she had fallen on the ground (which is why she went to CMC), Alfred did not help her up immediately and gave her a pillow and simply told her to get up. PO Leet spoke to intake employee Amanda #13 87 who supplied a reference 63 798324 for the complaint. advised APS would not have any immediate action but that a report would be ?led to be investigated. Evelyn advised she and Al?ed had no other place to stay separate and that they would both stay at the location and would be ok. She was encouraged to call VPD if she felt she needed any assistance in the future. Evelyn advised she felt no need to have a report generated or investigated by VPD about her son?s statements or actions and that it revolves around his mental state. I transported the firearm to VPD evidence room and tagged the gun into for safe keeping. DISPOSITION Forwarded to Records.
