As we previously advised you, there was a spill at the Orlando MP Annex on February 2, 2011, in which a package containing a liquid had leaked. The package was contained and secured in the Spill and Leak area, along with the other packages that it had leaked onto, until our contractor - Weston Solutions - properly disposed of the contents. Postal Inspectors screened the liquid using RTR, Multi-Rae and HAZMAT-ID(R) and a copy of that report is enclosed. No employee injuries were reported and information regarding the spill was shared with all of the employee representatives. By letter dated December 5, 2011, Paul Bernicchi forwarded to Mr. Lill a copy of (a) the Incident Report (PS Form 1770) of the February 2, 2011 spill; and (b) a redacted portion of Weston Solutions' report of the February 2, 2011 spill (as indicated in Mr. Bernicchi's letter, the redacted portions contained privacy-related information). Although both you and Ms. Vieau have consistently and emphatically maintained that the spill on February 2, 2011 is not the spill which you claim "affected" Mr. Lill and about which you seek information, in the spirit of continued cooperation, the Postal Service has gone back to Weston Solutions and requested that they provide to us a copy of the P.O. Today, March 9, 2012, the Postal Service received a copy of that Material Safety Data Sheet and I have enclosed it herein. I have also enclosed herein a copy of the photographs taken of the bottle that broke and spilled as well as its sister that did not break. A review of Postal Service records and multiple inquires at both the Area and District levels has confirmed - as we previously indicated - that there was no hazardous spill on February 4, 2011 at the Orlando MP Annex. Rather, on the evening of February 4, 2011, an employee working in the Small Apps area reported an odor to the Supervisor. The odor was emanating from empty equipment which had apparently come in contact with the leaking package of February 2, 2011. These items were immediately isolated and placed in the Spill and Leak Area awaiting disposal. The odor disappeared once this equipment was removed. No employee injuries were reported.
