Detective Hodgers advised me that the CI had made arrangements with a lack female know to him/her as later identi?ed as POWELL for his/her friend to lurchase approximately forty (40) Lorcet (Hydrocodone) tablets as well as approximately ninety (90) Soma ablets for the agreed upon price of three hundred dollars POWELL also advised the Cl that her niece, ater identi?ed as T. POWELL (A2), would be driving her to conduct the transaction and that she also had pain pills that she was interested in selling. Detective Hodgers further advised me that I would be working in an mdercover capacity and acting as the CPS friend in an attempt to purchase the narcotics from POWELL. . An operational plan was established and the CI and myself to the agreed upon meeting location, 5501 N. University Drive, to conduct the transaction. Prior to leaving the PD, I was out?tted with an electronic istening device which was both monitored and recorded for of?cer safety and evidentiary purposes. I was also saved three hundred and forty ?ve dollars ($345) of Of?cial Investigative Funds (01F) that was to be used to amchase the narcotics. The CI was searched prior to entering my vehicle and found to absent of any contraband articles. After arriving on scene the Cl and myself waited in front of the business, Starbuck's, for POWELL to arrive. After a short period of time, a green in color mini van, occupied by two black females, pulled into the parking lot area. A. short time after observing the green mini van park in the parking lot area, the CPS cellular phone rang and he/she advised me that POWELL had just contacted him/her and stated that they had just parked in the parking lot and wanted us to approach the vehicle to conduct the transaction. I approached the passenger side of the listed vehicle and made contact with a black female who introduced herself to me as After a brief conversation, POWELL pointed to two prescription bottles that were sitting on the dashboard directly in front of her. POWELL pointed at the smaller of the two bottles and advised me that it contained the Lorcet. C. POWELL then stated that the larger bottle contained the Dan's, referring to the stamp on the front of the Soma tablets. I took possession of the smaller of the two bottles and opened it at which time I observed blue in color tablets that were consistent with the appearance of Lorcet (Hydrocodone) tablets. Ithen opened the larger of the two bottles and observed white in color round pills. I asked Powell how much it would be to purchase all of the narcotics and she advised me three hundred dollars I then made contact with the driver of the vehicle, and asked her if she was interested in selling her pain medication as she had indicated earlier. T. POWELL advised me that she was nervous and not sure if she was going to sell her medication at that time. lthen advised POWELL that I had to return to my vehicle to obtain the money to complete the transaction. I then gave the predetermined arrest signal at which time several detectives responded to the area and took C. POWELL and T. POWELL into custody. While at the Sunrise PD, I placed the narcotics that were seized during this incident into evidence. Prior to placing them into evidence, the tablets were counted and weighed in the presence of Detective Mewbron. Thirty five (35) Lorcet tablets, 29.3 grams, one hundred and two (102) Soma tablets, and twenty (20) unidenti?ed tablets were placed into evidence. Wotan We} main} Mlle to. We} um Dot. At approximately 1240 hours I observed a green van that was occupied by two black females enter the Starbucks parking lot and park in a parking space. Detective Roche and the Cl then walked over to the green van and made contact with and Tanya. Detective Roche and engaged in a conversation about the pills and pointed to the pills that were sitting on the dashboard in front of her. Detective Roche observed the pills and then told that he had to go to his vehicle to retrieve the money. Prior to going to his vehicle Detective Roche asked Tanya about her pain pills that she wanted to sell and she indicated that she had changed her mind and was too scared to complete the transaction. Detective Roche then went to his vehicle at which time he gave the predetermined take down signal over the electronic listening device to Detective Castro and Lt. Vitale who were monitoring the device. Detective Roche then began to walk over to the van to complete the transaction at which time detectives moved in and took and Tanya into custody without incident. Detective Mewbron recovered the pills that were still located on the dashboard and Detective Roche was still in possession of Of?cial Investigative Funds(OIF).
