I?ve talked to many members of Congress over the last few years about the importance of avoiding legislated cost increases. My message has been and still is the same: ?Don?t make it any. harder to compete in the world than it already is.? Can we afford to restrict coal use 60% of our electricity is generated by coal? . Can we afford the risk of-costs higher than necessary to achieve clean air goals worldwide competitiveness is still in question? . trade de?cit is still a problem? budget de?cit is depressing our growth? Wishful thinking will not generate electricity. Coal will. The President?s Clean Air bill is a good start. Phase I of Acid Rain provisions reduce sulfur emis?sions while allowing growth in the use of our most plentiful energy source coal with the ?exibility to minimize costs. The problem is that Phase 11 includes emission caps which restrict the growth of coal use and increase costs. It also imposes tight deadlines that will not allbw time for implementing advanced clean coal technology.
