WHITFIELD Swain E. Whitfield was elected to the Public Service Commission of South Carolina on May 21, 2008 and assumed office on July 1, 2008. As Commissioner, Whitfield serves as a member ofthe National Association of Regulatory Utility Commissioners (NARUC) Committee on Gas and is Vice Chairman of the NARUC Committee on Critical Infrastructure. Commissioner Whitfield is also active regionally through his participation in the Southeastern Association of Regulatory Utility Commissioners (SEARUC) where he serves as 2nd Vice President. He also served six years on the Midlands Workforce Development Board. In 2006, Whitfield was appointed to the State Board of Trustees of the John De La Howe School, where he served until his election to the South Carolina Public Service Commission. Whitfield has a long history in civic activities and is a member of Rotary Club, where he previously served as membership chairman. He is also a member of the Blackstock Young Farmers, where he is past President. Whitfield is also a member of the South Carolina Economic Developers Association and the Association of American Geographers. A native of Fairfield County, South Carolina, Whitfield holds a BA. degree in Economic and Industrial Geography from the University of Georgia. He is married to the former Amy Mills of White Oak, South Carolina and they are the parents of three children and reside in Winnsboro, South Carolina. FLEMING Following three successive terms on the Spartanburg City Council, Lib Fleming has served on the Public Service Commission of South Carolina since 2004 having been elected for four successive terms by the General Assembly. In July 2008 she was elected by her fellow Commissioners to serve a two-year term as Chair of the Commission. She works to ensure a fair, effective and transparent system of state regulated utilities for all South Carolinians.
