SCBE Key Performance Indicators Proposal February 2017 Purpose The Board recently drafted a scope and sequence of Key Performance Indicators (KPIs) to review on a monthly basis in order to: • Prioritize metrics and data points of interest • Instill a recurring, more proactive way to assess District performance • Use data to inform decision-making and advocacy efforts Note: This could take the place of RPM’s current “Destination 2025 Monthly” briefs. Proposed Reporting Format Example: Student Suspension Rate 1) Metric is clearly stated and provided for most-recent available data: Metric Description Value # of students receiving at least one out-of-school suspension divided by total student enrollment, through 4th 20-day period in 2016-17 6.7% 2) Metric is put into context based on multi-year trends and/or benchmarks where possible: • This rate is 2.5 points lower than it was at the same time last school year, but still 3 points above the state average for last school year.* 3) Similar to the Destination 2025 Annual Report format, the District provides a succinct summary of implementation progress and/or challenges: • The District has increased support & training efforts on PBIS, and discipline referrals have decreased since 2015-16. • African American students are still being suspended at higher rates than other student groups, but the gap is closing.* *Illustrative – may not reflect actual data Timing & Data Considerations Strategy & Performance Management has recommended a revised calendar of KPIs based on: • When data will be available for each requested KPI • When the KPI may be most relevant for District and/or Board decision-making (where possible) • An assumption that we will build in lead time to prepare and review data internally before presenting it publicly 1st Quarter Recommendations January February March 1st grade reading/math measure (MAP) AP course participation & Parent/student/partner data on 2nd grade reading/math scores by subgroup school climate measure (MAP) NAEP scores (TUDA --> available Teacher/parent ratings of Lexile levels for all grades biennially beginning in 2018) principals (MAP) ACT college readiness measure Suspension Rates + subgroups Questions/Considerations: January February • In addition to Insight and Tripod, are there other survey measures to be considered? We recommend using the EWS as a proxy.
