The function will be hosted by Ministry of Agriculture Irrigation and Water Development (with the assistance of DAPP in regards to the practical arrangement) The function will take place in either TA Khongoni or TA Kasiya - both in Lilongwe District, approx 1 hours drive from Lilongwe. The essence of the function is for the Ambassador and the Mission Director to appreciate the significant changes brought about thanks to the program - and allow the Government of Malawi via the Ministry of Agriculture to thank the US Government and the American people for the funding. The Minister, Proff Mwanza has confirmed that he will be there - if at all possible - and that his deputy, the P$ Mrs Maganga, the Director of Extension services as well as officials from the ADD and the DADOs offices. A significant numbers of the participating farmers will of course count for the bigger number of those taking part in the functions. The suggested dates are any day in March between 17,18, 19 - or 24,25 and 26. 1 1 of 209 Field Vi sits The USDA funding runs up to mid 2013. The funds are still aimed at the main programs: Food securing and capacity building of small holder fa rmers, HIV&AIDS prevention and Teacher training. The following Field Visits was therefore suggested: A day to Dowa District - where 9,750 farmers are organized in a USDA funded Farmers Club program - and where the rd rd 3 DAPP Teacher Training college has been established and is operating partly funded by USDA. The 3 team of 120 students will start this coming March It takes approx 40 min from Lilongwe to the College and many of the farmers are close to the college. A visit to the HIV&AIDS program - Total Control of the Epidemic (in the southern region) Since the beginning of this program in 2006 approx 850,000 individuals have been reached with information & counseling on HIV&AIDS right at their own door step. Approx 500,000 have been mobilized to go for testing - and have been taught how to live according to their status positive or negative. The aim of the program / the action is to enable and mobilize the people to get in control of the epidemic themselves. The program is currently operating in Thyolo District - reaching out to 300,000 - and in Blantyre Rural reaching 100,000. Of course the Ambassador will be more than welcome if she would like to travel south with the purpose of visiting this program. It could also be combined with either a visit to one of the 2 other DAPP Teacher Training colleges (Arnalika in Thyolo and Chilangoma in Blantyre rural) which both have and still are receiving USDA funds. The entire construction of Amalika was via the USDA funds - as was a substantial expansion of Chilangoma. DAPP a Iso operates a Vocational school in Chiradzulu. One of the courses here is ((welding and fabrication" where the students are producing the rope pumps installed in the farmers club program. So far 2000+ have been produced and installed. The workshop for this production has been funded by USDA also. These 2 visits can either be any day during the first 2 weeks of March Please let me if the above covers what you needed. At post we don't have a policy on DAPP, but we at the USAID Mission still have seriOllS concerns about the organization. Recently, we blocked a grant by USAID/Washington for an agriculture activity in Malawi that would have involved DAPP as a sub-partner. USAID/Washington activities must have Mission (field) concurrence, and in this case, we didn't concur with the involvement of DAPP. As a result, the grantee will have to select a different partner.
