Vasquez, swear that I am a Deputy District Attorney for Multnomah County and that I have reviewed the police reports which have been ?led in this case by police of?cers; that the crimes charged against defendant(s) occurred in Multnomah County and that the probable cause for detention following the arrest of defendant(s) is as follows: On Monday May 1, 2017 Portland Police responded to multiple calls about vandalism to the downtown Portland Target store. On the afternoon of May 1, 2017 large crowds had gathered and marched in downtown Portland to raise awareness for various social issues. As the crowds marched through the streets of. Portland and the marchers were joined by a group of individuals dressed in all back and wearing face masks. These individuals displayed signs associating themselves with anarchism and numbered at least over 20 individuals. Several members of the local media ?lmed the marchers and the sub group of anarchists. Portland Police Detective Eric McDaniel reports that he observed the live broadcast of the anarchists smashing the store ?ont windows of the Target store and smashing the windows of a Portland Police vehicle. Detective McDaniel reports that once the windows were smashed, an individual associated with the anarchist group approached the store with a lit ?are and threw the ?are into the store. The ?are landed on the carpet inside of the store near the exit of the store and started a the. Portland Fire investigator Robert Garrison reports that he investigated the ?re and observed that the ?are had burned and damaged the carpet. After viewing the security video investigator Garrison reports that he further observed that after the ?are was thrown into the building and burned the carpet, Target employees rushed to the area with ?re extinguishers and put out the ?re. investigator Garrison reports that this fire caused a risk of serious injury to the people inside of Target. Detective McDaniel and Investigator Garrison also observed media coverage of the same individual who threw the ?are into Target store also throw burning road flares into a damaged Portland police car and into a dumpster. Detective McDaniel reports that additional photographs and video showed this same individual starting a ?re in the middle of the SW 4th and SW Morrison. Detective Darrin Posey reports that on March 29, 2017 the defendant was arrested for lighting a road ?are during a protest march. Detective Posey observed that the defendant was the same person videotaped throwing burning road ?ares into Target, the damaged Portland Police vehicle, and various other ?res. Detective Posey made this identi?cation based on the defendants clothing, shoes, glasses, and general physical characteristics. On May 3, 2017 Detective McDaniel and Detective Posey located the defendant in downtown Portland and placed him under arrest. The defendant was interviewed and provided with his Miranda warnings. After agreeing to speak with the detectives, the defendant was shown a photograph of the person who threw the burning ?ares described above on May I, 2017. The defendant responded by saying, saw that online and I knew I was fucked. He admitted that he obtained the ?ares from an unknown individual and admitted throwing a ?are into Target and one into the police vehicle. The defendant stated that his actions were based on a "mob mentality" and "Because I am a ?icking idiot." Detective McDaniel and Investigator Garrison reported that the damage to the Target far exceeded $1000 and that the damage to the Portland Police vehicle also exceeded $1000.
