SUBJECT: Rescissien of Memorandum on ef Private Prisons

I hereby rescind the memerandem dated August 18a 2016? sent. to you by former Deputy
Attorney General Sally Q. Yates entitled ?Reducing Our 0f Private Prisens.? In that
memorandum, former DAG Yates directed ?that; as each eentract reaches the end {3f its term, the
Bureau should either decline t0 renew that contract or substantially reduce its scope in a manner
consistent with law and the overall decline of the Bureau?s inmate population.? The
memorandum changed longstanding peliey and practice, and impaired the Bureau?s ability to
meet the ?xture needs 0f the federal correctional System. Therefereg I direct the Bureau tn return
to its previeus approach.
