Navy’s Fiscal Year 2018 Unfunded Priorities List Descriptions
1. F/A-18E/F Super Hornet (+10 Aircraft) (from 14 to 24) to Mitigate Strike Fighter
Shortfall - $739M
Strike Fighter Inventory Management continues to be challenged with end-of-life planning for
F/A-18A-D legacy aircraft, the requisite integration of F-35C aircraft, overutilization of current
aircraft due to high operational tempo, and aviation depot maintenance backlogs. The FY18
President’s Budget takes many steps towards addressing the gap with legacy aircraft sustainment,
new aircraft procurement, and fleet utilization. An additional 10 aircraft in FY18 will replenish
combat-worn aircraft to reduce near-term Strike Fighter shortfalls, and address long term
inventory deficits. Total cost includes $13M of initial spares.
2. P-8A Poseidon (+6 Aircraft) (from 7 to 13) - $1,011M
The P-8A is the nation's only broad area Anti-Submarine Warfare (ASW) platform. This request
for six additional aircraft would, in conjunction with projected future procurement, fulfill the P8A warfighting requirement of 117 aircraft. Total cost includes $28M of initial spares.
3. F-35C Lightning II (+4 Aircraft) (from 4 to 8) - $540M
The F-35C, with its advanced sensors, data sharing capability, and ability to operate closer to
threats, will enhance the carrier air wing’s ability to find targets and coordinate attacks. Four
additional aircraft in FY18 will level the FY17-19 procurement ramp and continue to mitigate
the strike fighter shortfalls as we transition to and integrate F-35C aircraft. Total cost includes
$28M of initial spares.
4. Facilities Sustainment Restoration & Modernization (FSRM) Funding Shortfall for
Projects (RM Funding) - $246M
This funds 27 Restoration and Modernization special projects ($161M) providing critical repairs
to airfields, dry docks, wharves, ordnance magazines, building exterior enclosures and
mechanical systems, and maintenance dredging. Additionally, this also provides funding for 27
demolition projects ($57M) and the planning and design funding ($28M) required to execute the
additional FSRM special projects requested in this UPL.
5. Increase Facility Sustainment from 78% to 100% of the Requirement - $445M
This funds Navy Facilities Sustainment to 100% of the requirement based on the Facilities
Sustainment Model (FSM) which enables condition-based maintenance repairs to the most
critical and significant facilities, preventing further facility degradation and the subsequent
increase of the maintenance backlog.
6. RAM BLK II increase (+60 missiles) (From 60 to 120) - $48M
Procures 30 RAM Blk II missiles to mitigate risk for pre-combat loadout (CLO) requirements in
FY21 as legacy RAM and RAM Blk I missiles reach end of service life. This increase will also
maintain a steady ramp and match FY17 procurement quantity.

 7. Ship to Shore Connector (SSC) (+5 Craft) (from 3 to 8) - $312M
Addition of 5 craft brings total FY17-18 procurement to 10. This provides stability to the
program and additional units above MSR, reducing price per craft and allowing vendors to order
to a more Economic Order Quantity (EOQ) for material procurement.
8. Weapons Improvement - $19M
a. AIM-9X Blk II Systems Improvement Program (SIP) III - $9M
Additional SIP III RDTEN supports redesign of the AIM-9X processor to counter
emerging threats. Funding prevents processor obsolescence and ensures continuous
production of the AIM-9X.
b. Advanced Anti-Radiation Guided Missile AARGM Derivative Program (ADP) - $10M
The Advanced Anti-Radiation Guided Missile (AARGM) Derivative Program (ADP)
initiates the fleet transition of the AGM-88E AARGM software/firmware update that
provides engagement capability for classified special target sets. This capability will
shorten the kill chain to find, fix, target and destroy special targets.
9. CMV-22B (+4 Aircraft) (from 6 to 10) - $392M
The CMV-22 is the replacement aircraft for the C-2A, the Navy's long-range medium-lift air
connector for Carrier Onboard Delivery (COD) capability. The CMV-22B provides increased
range and improved cargo capacity over the C-2A, a key enabler to the sustainment support plan
for F-35C. The additional CMV-22B aircraft will ensure FY18 procurement meets the
Economic Production Rate (EPR) of 10 per year, independent of Foreign Military Sales. Total
cost includes $36M of initial spares.
10. Over-the-Horizon (OTH) Weapon System Development - $31M
Procures 5 test missiles and 3 Inert Operational Missiles for testing to support the outfitting of a
second LCS class ship with an extended range offensive cruise missile capability, supporting
continued planned lethality upgrades to the entire class. This funding enables is required to keep
the planned lethality upgrades to remain aligned on both LCS ships.
11. Munitions Wholeness: Air to Air Training Rounds and CVN Magazine Alterations $18M
a. AMRAAM (AIM-120) Captive Air Training Missiles (CATM) Guidance Sections (+40
Guidance Sections) - $12M
Increases Weapons Spares funding to procure CATM-120D Guidance Sections (GS) due to
increased usage, higher than expected failure rates, and lengthy repair times.
b. CVN 71 Magazine Operations Enhancement - $1M
Installs power outlets for Built in Test (BIT)/Reprogramming operations for CVN-71 and
magazines to increase weapons building throughput. Increases operational readiness and safety,
reduces weapons build times, and increases sortie generation rates for the carrier airwing.

 c. AIM-9X Sidewinder Captive-Air Training Missile (CATM) Repair Parts - $5M
Increases Weapons Spares funding to procure CATM-9X spare parts due to increased usage,
limited spare parts, and increased time to repair assets.
12. LCS Modernization for Increased Lethality and Survivability Upgrades for 4 Ships –
$84M
Backfits 4 LCS ships with upgraded electronic warfare systems, decoys, gun fire control
systems, and radars to increase lethality and survivability. Migrates these capabilities to
common Navy systems that increase capabilities and decrease long term operation and support
costs.
13. Submarine Warfare Federated Tactical Systems (SWFTS) (+3 Shipsets) (from 10 to 13)
- $76M
The additional submarine combat system upgrades will accelerate system improvements on three
VIRGINIA Class SSN submarines and improve submarine mission execution.
14. Cooperative Engagement Capability (CEC) Identification Friend or Foe (IFF) Mode 5
Acceleration (from FY24 to FY20) - $15M
Accelerates full implementation of IFF Mode 5 capability in the Fleet by FY20, enabling more
effective fire control on key warfighting platforms. Will field CEC IFF Mode 5 system design
improvements, integration efforts and six (6) AN/USG-2B backfits to enable CEC IFF Mode 5
capability on 17 ships comprised of AEGIS Baseline 6 Phase 3, SSDS Mk2 Build 9, and SSDS
Mk2 Build 6 combat systems.
15. Ship Signal Exploitation Equipment (SSEE) Increment F (+3 Systems) (from 6 to 9)
(LPDs, CGs, DDGs) and Paragon / Graywing (+3 Systems) (from 8 to 11) - $40M
Accelerates procurement and installation of SSEE and Graywing collection systems to increase
the tactical cryptologic / Information Warfare exploitation capability across Navy surface
combatant platforms. Additional systems increase the Fleet's non-kinetic capabilities and the
ability to detect, classify, track, and exploit adversary Signals of Interest.
16. Berthing Barge to avert production break (from 0 to 1) - $39M
Berthing barges are used for temporary ship crew quarters during major maintenance periods;
some are over 70 years old and degraded. New construction program begins in FY17.
17. Crypto Modernization Procurement for UHF and Narrowband Radios (VACM) to Meet
National Security Agency (NSA) Mandate - $12M
Accelerates VINSON/ANDVT Crypto Modernization (VACM) procurement and sustainment to
ensure compliance with NSA mandate timelines, create savings from lower unit cost in FY18
(leveraging United States Air Force procurement) and eliminate redundant installs. VACM is the
modern cryptographic product replacement for legacy secure voice products on Top
Secret/Secret circuits.

 18. Ship Signal Exploitation Equipment (SSEE) Increment F on 2 FY18 DDGs - $34M
Funding supports procurement and installation of SSEE Inc F on FY18 DDG 51 new
construction hulls 128 and 129. Installation during construction allows for approximately 50%
cost savings compared to installing via back-fit. The SSEE Inc F system incorporates counterintelligence, surveillance, and reconnaissance (C-ISR) capabilities that improve situational
awareness, enhance integrated fires and are key enablers for distributed maritime operations.
19. Manpower Total Ownership Cost (TOC) - Individuals Account (IA) Wholeness – (+785
E/S) - $78M
Funds 539 transient, patient, prisoner, and hold (TPPH) end strength (E/S) (321 officer / 218
enlisted) to reduce gaps at sea and mitigate unanticipated manpower losses. Funds 114 student
E/S (12 officer / 102 enlisted) to sustain training pipelines for Navy and Marine Corps mission
support and force structure growth. Funds 132 junior officer E/S to ensure an adequate number
of experienced mid-grade and senior officers for crucial leadership and operational requirements.
20. XLUUV (ORCA) Accelerate Advanced Capability Demonstration - $10M
Accelerates innovative advanced capabilities development and demonstration to sustain undersea
advantage. Achieves 3 to 6 month program acceleration.
21. LDUUV (Snakehead) Accelerate Advanced Capability Demonstration - $23M
Accelerates advanced capabilities development and demonstration to sustain undersea advantage.
Achieves 6 to 12 months program acceleration.
22. Digital Warfare Office (DWO) Accelerate Tactical Data Distribution Initiative (TDDI) $18M
Accelerates the Tactical Data Dissemination Initiative (TDDI) required to support the next
generation of Navy Integrated Fire Control (NIFC) and Distributed Operations. Initiative
enables rapid assessment of emerging technologies impacting tactical data link requirements
across all Navy data links (e.g. Lnk-16, JREAP, TTNT, CEC, TCDL, IBS) and Communications
in a Denied and Degraded Environment (CD2E).
23. Surveillance Towed Array Sensor System (SURTASS) Array Increase (from 2 to 3) in
PACOM AOR - $10M
Procures TL-29A array, tow cable and SURTASS shipboard operating and support equipment to
meet Theater Anti-Submarine Warfare (TASW) Commander surveillance requirements.
24. Additional MCM Unmanned Surface Vehicle (MCM-USV) (from 1 to 3) - $34M
Funds the procurement of two additional USVs (+2) to tow mine-hunting equipment in support
of fleet operational requirements.
25. Manpower, Personnel, Training and Education (MPT&E) Management System IT
Modernization - $60M
Provides funding for manpower/personnel IT system modernization and MPT&E transformation
to meet Sailor 2025 needs, improve readiness, support personnel and pay system auditability, and
streamline disparate manpower systems, processes, and organizations.

 26. Strategic Sealift (Surface Life Extension / Maintenance) - $17M
Funds deferred maintenance and addresses obsolescence issues for mission critical equipment for
forward-deployed and surge sealift ships. Aging sealift vessels, average age over 40 years,
increasingly face maintenance casualties impacting ability to meet mission timelines. Funding
initiates phased service life extensions for three Ready Reserve Force ships (2 T-ACS Crane
Ships and 1 T-AVB Aviation Support Ship) and addresses Maritime Prepositioning Force (MPF)
Bobo Class maintenance activities. Major items identified during engineering requirements
assessments include main engines maintenance, steel replacement, and increasing length and cost
of maintenance availabilities. Additional funds will mitigate shortfalls and better position sealift
capabilities to meet warfighting and crisis response requirements.
27. Combat Logistics Maintenance Funding for TAO-187 - $22M
T-AO 187s are reaching the end of their services lives and their maintenance and repair costs are
increasing at a rate greater than programmed. Over the last three years, there has been a
significant increase in C3 and C4 CASREPS, both in frequency and severity. Key areas include:
diesel generators, main engines, machinery control systems, and lifeboats. Additionally, T-AOs
are seeing an increase in length and cost of their scheduled overhauls. The primary driver is an
increase in required steel replacement due to age (cracking) and corrosion. Additional
maintenance & repair funding will enable sustained Operational Availability of the T-AOs.
28. ATFP Enhancement - 2nd Pier Sentry (Mahan Report) - $12M
This Military Personnel Navy funding provides 333 security personnel for anti-terrorism/forceprotection in place of Sailors assigned to local ships performing the duty, enhancing ship’s
productivity.
29. Port Security Barriers for Ship Repair Facilities - $19M
Seaward barrier protection for USN ships in repair facilities in San Diego which are outside of
Naval Base San Diego’s port security barrier system.
30. Operational Range Clearance and Environmental Compliance - $12M
a. Environmental Conservation - $7M
Funds natural resource conservation projects to preempt ‘critical habitat’ designation of Navy
ranges under the Endangered Species Act. This type of encroachment can result in the loss of
range use, which impacts training necessary to improve readiness of units.
b. Environmental Compliance (Radon, Pollution Prevention Plans, Tank Management
Plans, and Pest Management Plans) - $4M
Provides workplace screening for Radon exposure, preparation of plans for reducing
hazardous waste generation, increases safe handling and application of pesticides, and
controls the spread of disease vectors for Zika virus.
c. Operational Range Clearance - $1M
Funds range clearance activities to increase removal of unexploded ordnance and debris.

 31. Port Operations Service Craft Maintenance – Return to 5 Year Overhaul Periodicity $12M
This funding addresses the backlog of deferred maintenance of Navy Port Operations service
craft. The funding reestablishes the prescribed 5-year overhaul cycle and addresses the
maintenance backlog.
32. Critical Infrastructure Investments for Major Range and Test Facility Bases (MRTFB)
(2 projects) - $13M
a. Naval Air Warfare Center Aircraft Division (NAWCAD) Data Link - $7M
Funds fiber replacement of NAWCD Microwave Data Links. Increases bandwidth to support
more complex test and training events at Naval Air Station Patuxent River.
b. Naval Air Warfare Center Weapons Division (NAWCWD) Air Traffic Automation
System (ATAS) - $6M
Funds replacement of ATAS providing airspace surveillance to China Lake Land Range and
Pt Mugu Sea Range. Replacement prevents obsolescence and maintains joint agreements
with the Federal Aviation Administration (FAA) and US Air Force.
33. Fund Aviation Logistics (1A9A) to Max Executable - $120M
Improves aviation readiness recovery by fully funding the Aviation Logistics program that
provides Contractor Logistics Support (CLS) and Performance Based Logistics (PBL) to the F35, MV-22B, KC-130J, and E-6B platforms.
34. Fund Aviation Support (1A4N) to Max Executable - $42M
Improves aviation readiness recovery by fully funding the Air Systems Support program that
provides engineering and logistics analysis necessary to sustain aircraft systems and equipment.
35. Fund Aviation Spares (APN-6) to Max Executable - $168M
Improves aviation readiness recovery by fully funding the initial and replenishment spares for
the aviation consolidated allowance list (AVCAL) and the shore consolidated allowance list
(SHORCAL).
36. Logistic Support for Legacy Command, Control, Communications, Computers, and
Intelligence (C4I) Systems - $6M
Provides training, maintenance, and materiel support for nine critical shipboard and shore
systems that are approaching end of service life prior to new system replacement. Includes
maintenance on weather RADARs, grooming and configuration updates for satellite antenna
sets, and refurbishment of out-of-commission antennas to use as spares. It also provides
updating of maintenance manuals and training for troubleshooting systems that are no longer
supported by a Program of Record.

 37. Commander, U.S. Pacific Fleet (COMPACFLT) Maritime Operations Center (MOC)
Command, Control, Communications, Computers, and Intelligence (C4I) Data
Distribution System Upgrade - $10M
Provides several reliability and performance improvements to the COMPACFLT MOC. These
include Command and Control information dissemination system maintenance, ship-to-shore
communications bandwidth upgrades, shore joint information system upgrades to improve
connectivity while reducing management overhead, and providing expanded classified voice
communications for the MOC and other Flag Officer spaces throughout COMPACFLT
Headquarters.
38. MK110 Gun for the FY17 Congressionally-added National Security Cutter (NSC) 10 $9M
NSC-10 was funded in the FY17 consolidated appropriations. FY18 funding will address in yard
need date of 2020 for construction. Navy funds all Navy-Type/Navy-Owned (NT/NO) systems
for the U.S. Coast Guard, including the MK110 gun.
Military Construction Unfunded
39. P988 Undersea Rescue Command (URC) Operations Building, NB Coronado, CA $36M
Funding the construction of this operational facility will enable URC to meet required 72 hour
deployment timeline for responding to planned and unplanned tasking. URC is the Navy’s sole
“first responder” with unique submariner rescue capabilities and also supports the international
submariner community. Providing secure, controlled storage of critical deployable rescue
platforms enables maintenance, protection and availability of specialized equipment, resolving
availability issues resulting from storing equipment outdoors.
40. P440 Pier 8 Replacement (San Diego, CA) – $108M
Replaces the obsolete pier to support new ships home-ported in San Diego, including
LHA/LHD/LPD/DDG1000 ships. The new pier will provide 4160V power.
41. P427 Littoral Combat Ship (LCS) Training Facility (LTF) Naval Station Mayport
Florida Phase - $29M
Funding for the Phase II LCS Training Facility in Mayport, FL is required to meet LCS Squadron

42. P426 Littoral Combat Ship (LCS) Support Facility (LSF) Naval Station Mayport
Florida Phase II - $81M
Funding for the Phase II LCS Support Facility in Mayport, FL is required to meet LCS
Squadron, Division, and off-hull crew requirements for office, meeting, and maintenance spaces
to conduct daily tasking. This building adds to the existing Phase I facility to support the
additional ships that will be stationed in Mayport.

 43. P720 Austere Bachelor Quarters for Atlantic Undersea Test and Evaluation Center
(AUTEC), Andros Island -$30M
Funding to address transient housing needs (surge demand) for personnel supporting major Fleet
readiness events conducted at AUTEC, including Submarine Command Course (SCC) and
Helicopter Advanced Readiness Program (HARP) events. Project provides for 35,000 square
feet of hurricane proof/energy efficient housing to meet historic base loading of up to 200
unaccompanied military personnel. The current transient bachelor quarters is reaching its endof-life, is non-compliant with current life safety standards, and is becoming uneconomical and
impractical to maintain.
44. P392 F-35C Communication Line Ops to Admin (Lemoore, CA) - $14M
Provides capacity and resilience of communications infrastructure between the Operations and
Administration areas of the base (7 miles apart) in support of F-35C introduction and general
base operations. The new communication line will mitigate Joint Staff Installation Vulnerability
Assessment (JSIVA) finding.
45. P964 Shore-to-Ship Utility Services - Naval Support Activity (NSA) Bahrain - $60M
This project provides Shore-to-Ship utility services at NSA Bahrain for shore power, potable
water, and sewage for a minimum of 4 ship berths. NSA Bahrain supports an average of 18
homeported and forward deployed ships visiting and/or on extended port calls.
46. P974 Electrical System Upgrade - NSA Bahrain - $44M
This project upgrades the electrical system at NSA Bahrain by increasing the capacity of a
critical transformer by 300%. The project also improves the resiliency of the medium voltage
distribution system servicing mission critical and support facilities at the installation. The
current utility system lacks the power capacity to adequately support the command and control
complex which houses the primary communications center and network hub providing services
for all supported commands in the CENTCOM AOR. The project also addresses several single
points of failure in the distribution system required to sustain day-to-day and contingency
operations. A temporary generator solution has been installed, but will be exceeded in FY17 at
which point mitigation actions will be required.
47. P711 A School Dormitory, Pensacola, FL - $92M
This project renovates 2 substandard bachelor enlisted quarters (BEQ) and converts an
administrative office building to a BEQ to provide 550 beds for A-School students at the Naval
Aviation Technical Training Center. The students are currently being housed in former Officer
Candidate School (OCS) barracks with “gang heads” and overcrowded open bay berthing areas.

48. Naval Special Warfare Counter-ISIS (NSW/C-ISIS) Requirements - $17M
a. NSW Training and C-ISIS Requirements - $6M
Enables NSW Joint terminal attack controllers (JTACs) to provide precision targeting to
aviation assets for mission critical close air support to SOF operations. Funding contracted
air services trains and certifies SEALs, EOD and Riverine Squadron JTACs to prosecute
kinetic strikes.
b. NSW Precision Strike Unmanned Aerial Systems for C-ISIS (RDTEN) - $5M
Enables NSW to develop precision strike capability on organic small unmanned aerial
systems (UAS). Precision munitions from small UAS significantly lower current cost of
high-end manned aviation assets prosecuting strikes with expensive bombs. ISIS and state
adversaries are advancing with armed small drones/planes. Next generation development
ensures NSW has tactical UAS edge in near-peer and counter-terrorism (CT) fight.
c. NSW Standoff Weapons, Shoulder Fired Rockets for C-ISIS - $6M
Replenishes depleted NSW standoff weapon inventories due to heavy sustained C-ISIS
operations. Service common JAVELIN rocket/launch system and 81mm mortars provide
SEALs a game-changing advantage prosecuting urban assault missions.
