The Washington State Liquor and Cannabis Board (Board) charges the above named
licensee with the following three violations of the Washington State Laws and the Rules and
Regulations of the Board:
(1) The Licensee and/or its employee(s) committed a true party of interest/financier violation
by hiding ownership/interest in HL South, LLC of undisclosed persons and/or entities,
including Christopher Cody and Nicholas Antonie, contrary to WAC 314-55-035 and/or
WAC 314-55-120. This is the Licensee's first violation of this kind within a three-year
(3) window, for which the standard penalty is a cancellation of marijuana license.
(2) During the application process or any subsequent investigation after a license has been
issued, the Licensee and/or its employee(s) made a misrepresentation of fact, or failed to
disclose a material fact to the Board, contrary to WAC 314-55-050(3). This is the
Licensee's first violation of this kind within a three-year (3) window, for which the
standard penalty is a cancellation of marijuana license.
(3) The Licensee and/or its employee committed a violation by making changes in existing
ownership prior to gaining Board approval of such changes, contrary to WAC 314-55-120

 (4) and WAC 314-55-035. This is the Licensee's first violation of this kind within a three-year
(3) window, for which the standard penalty is a 30-day suspension of marijuana license.
