No construction activities have occurred.  Inspections for the BACR started on the 25th of August. Estimated completion date is the end of September. As discussed in several meetings, the report will be submitted as a partial BACR for the DU#1 & DU#2 in order to prioritise the start of construction in these areas.  Additional people involved in the project have completed the environmental training (Shrewsberry, new DB Team members).  Additional Plans B items from attachment 1-1 and other pre-construction submittals have been submitted to IFA for review and approval (see section 5.1.5)  The SWPPP (Storm Water Pollution Prevention Plans) are being developed in preparation for obtaining the Rule 5 permits for DU#1 & DU#2.  The applications have been prepared to obtain the permits for the CSX Rail Road & Indiana Rail Road.  Coordination continues with the various Utility Companies. Utility Protection Plans have been prepared for the first design unit. Developer Utility Agreements have been prepared and are currently being reviewed by the Utility Companies. Type 1 Relocation efforts are underway in several locations.  Preparation for the Community Open House is underway. The Landscape and Aesthetics Boards are being prepared for review. Arrangements have been made for the location to host the Open House. 1.1.3 Operations and Maintenance  The Purchase Orders have been issued for 6 vehicles for snow removal.  The Purchase Order has been issued for road salt.  The developer is currently focused on the preparations for the winter season.  The developer is working on the following items: o o o o o o Evaluating additional equipment needs, preparing documents for quote submittals. Preparing for delivery of salt, expected late September, early October. Staffing the O&M Team Evaluating AVL/GPS systems. Evaluating professional weather service provider’s proposals. Discussing with the DB Team the layout of the final O&M Facility August 2014 Progress Report 3 I-69 Section 5 Project  Per IFA request after reviewing Design Unit #1 Stage 1 package, for next submittals there must be separate packages for each main element (bridge, secondary road, interchange, etc.), in order to facilitate reviews.  Additional borings are needed in Tapp Road interchange in order to define karst mitigation measures.  The noise analysis conducted by the DB Team indicates that the three walls will change in height, length, and location. Utility coordination has also revealed difficulties in placing sound wall #1 at all because of restrictions on a Duke Energy easement and constructability issues at access ramp locations. Because of these unresolved issues with sound wall #1, the design team is moving final design and construction of this sound wall to DU4A. 7 SUMMARY OF PROBLEM RESOLUTION DURING THE PERIOD 7.1 Design  The Design Schedule has been updated, according to the actual design progress and review processes.  After some weeks cancelling Environmental Meetings, those are being held again on a weekly basis.  Design Unit #2A Stage 1 package has been divided into individual packages for each main element, per IFA request. 7.2 Construction There has been no construction activity in this period. 8 CRITICAL PATH ISSUES AND PROPOSED RESOLUTION Since the Project Baseline Schedule is not completed yet, it is not possible to know exactly what tasks are in the critical path. Once the Project Baseline Schedule is completed we will be able to complete this section on a proper way. 9 PRIOR AND CURRENT PROJECT SCHEDULE DEADLINES The Project Schedule Deadlines correspond to NTP1, Financial Close, NTP2, Baseline Substantial Completion, Final Acceptance and Long Stop Date. NTP1 was anticipated to be obtained on April 8th, 2014, and was obtained on April 8th, 2014. Financial Close was anticipated on June 30th, and was reached on July 23rd. NTP2 was anticipated by August 1st and has not yet been reached. Isolux Corsan LLC and I-69 Development Partners are working together with IFA help in order to achieve NTP2 as soon as possible. The main reason for this is the delay in obtaining the approval for several deliverables. The following actions have been taken in order to expedite the process: August 2014 Progress Report 14 I-69 Section 5 Project - 10 Weekly monitoring of the status of the deliverables in the management meetings. Continuous communications via conference call between Isolux Corsan LLC scheduler and IFA reviewer regarding the Project Baseline Schedule A meeting will be held on September with Indiana Department of Environmental Management to clarify the their expectations about the Rule 5 permit process EXPENDITURE PROJECTION CURVE, Note: The Project Baseline Schedule has not yet been finalized.
