The Highlights
Social Media posts found on Facebook page of
is calling for violent action against all
pipeline construction equipment, using sugar in the fuel tanks and slicing the sidewalls of tires.
Another post by
highlights rumors of one to three improvised explosive devices (IED)
on unspecified routes. There is no indication the protesters have planned sabotage activities;
however successful sabotage of equipment will hinder ongoing construction. The threat of IEDs
is of concern, however there is no indication such devices are employed along the routes used
by DAPL personnel.
Increased surveillance activity focusing on HDD-E indicates possible shift of focus from HDD-W
due to the decreased security posture, as compared to HDD-W; however, protester travel time
to HDD-E from the camps is significantly increased, limiting protestor ability to organize an
action against HDD-E.

a. Continued warm weather and thawing is hindering clean-up in Camp 2.

a. ND Governor and legislature team arrived at Camp 2 and were not permitted
entrance by camp security.
b. Facebook post from
is inciting sabotage to DAPL equipment and
provided rumors of improvised explosive devices (IEDs) on unspecified routes.
c. HDD-E reported (1) vehicle passed on (3) occasions using a cellular phone taking
photos/videos of site. (5) other vehicles passed at a slow rate of speed. OP
North (HDD-E) reported being surveilled by the same vehicles.

Intel Update
a. Heather Pearson of Bold Iowa states a former DAPL contractor reached out to
her in support of their cause. If her statement is true, the individual may
potentially share vital information about the project. However, Pearson may
have fabricated the story as a source of propaganda to bolster their upcoming
day of direct action.


b. Des Moines Catholic Workers (DMCS), including

, are officially involved in Bold Iowa’s statewide direct action. They will
lead one of the Bold Action Teams by providing nonviolent direct action training
at 0900 and then performing the direct action at 1300 at an undisclosed location.
DMCS involvement will likely increase the number of participants in the event
and allow for combination of the groups TTPs.

a. Met with LT Leanna Ellis, Field Services Commander of the Story County Sheriff’s
Office, and Chief Mark Pote of the Huxley Police Department, to brief the
Agencies on the upcoming Bold Iowa statewide direct action on 22 February. The
pump station falls within the jurisdiction of the SCSO, and the Huxley PD, though
outside their jurisdiction, will respond if requested by the SCSO.

a. Assess the Cambridge Pump Station and valve sites as needed.

of Vermeer in Pella, Iowa about his security concerns
regarding the Bold Iowa statewide day of action on the 22 Feb.

Bold Iowa statewide direct action on 22 Feb.
