ND’s Governor issued an Executive Order at 1705 on Wednesday, 15th of February 2017, for protesters to evacuate Camp 2 by 22 FEB 2017, due to the risk of flooding and the required clean-up. LE has appropriated approximately 80 units to clear the camp. Protesters will be continually monitored to observe if they are all migrating from Camp 2. The protesters who stay are violating the Executive Order and may be preparing for LEs arrival, likely for propaganda material collection and dissemination on social media during and following the anticipated clearing of Camp 2. The Details A.NORTH DAKOTA FUSION CENTER ii. Intel Update a. The radio chatter calling for an attack at dawn, with no significant actions, may be a result of the stress protesters are feeling. Additionally, protestors, via social media live feeds, consistently blame security personnel for blocking/interrupting electronic communication. The radio message regarding an attack, with no incident and a subsequent protestor drone launch at the proposed time of ‘attack’, could be an attempt to discern if security personnel are intercepting radio communications and to observe responses from LE, NG, and DAPL Security. iii. Past 24 Hours a. LE constructed a jersey barrier checkpoint on the Southside of the North Bridge on Hwy 1806, to be opened to emergency traffic only. At 1503, eleven protesters congregated at the barricade construction site and interacted with LE. By 1511, fiver vehicles and 10-20 more protesters arrived. Interactions were broadcasted on multiple social media live feeds, with LE deescalating the situation. b. Myron Dewy approached a LE checkpoint wanting to file a complaint against DAPL for shooting down his drone. LE TOC looked at the recording and concluded it was a drone battery issue and not shot down by DAPL. f. Radio chatter by an unknown protester at 2255 called for an attack at dawn, which did not occur. iv. Next 24 Hours a. Vermeer has a large 200-300-acre compound right outside of Pella, with no existing fencing, and company executives expressed no desire to further harden the area. Recommendations were made to to contact the Pella Police Department, suggesting more aggressive patrolling that day and to increase their number of security guards from the existing 1-2.
