Bureau of Indian Affairs arrested 3 people at Camp 4. The arrest was ?lmed and will certainly be used to propagate anti- LE sentiment. Following actions, some protest leaders have either recommended to leave, or already physically left the area, most notably Chase Iron Eyes who departed via Bismarck Airport on 05 FEB 2017. Resulting leadership vacuums are being filled and changes to resistance strategies are expected to emerge. Protestors continue to further reinforce defensive measures in anticipation of LE eviction. The Details 1. NORTH DAKOTA FUSION CENTER Intel Update TigerSwan a. Chase Iron Eyes, considered one of the most radical members of the protestor movement, has left the Bismarck, ND, area via commercial air this morning. His destination is unknown. b. The leadership vacuum is assessed to be filled by-- and Julia Kurylowicz, both of whom gathered various followers since the 01 FEB 2017 actions. Shiye Bidzil has also increased the number of his camp followers, adding two more drone operators to his group. Notably, these individuals have not allowed themselves to be taken into custody and are assessed to change the way future actions will be conducted. Certain key protestors, with large followings on Social Media, have left the area to avoid being arrested. This is most likely because after the last direct- action, protestors no longer see mass non-violent action as profitable to the cause or the individual. As the diminishing numbers of protestors become apparent, protestors will become a commodity and will not be wasted on actions that do not deliver a high political pay-Off. Past 24 Hours Increased LE viper team presence patrols, coupled with the BIA arrests at Camp 4 have exacerbated protester anxiety over imminent LE raid. Resulting tension has continued to deteriorate already strained relationships between natives and non-natives. Law Enforcement is investigating a purchase of two night-vision capable rifle scopes, involving two male protestors, at a local business in Bismarck. c. The assault of a uniformed NG soldier in front of his home in Bismarck is potentially linked to a DAPL protestor. It is assessed that these types of actions, which have increased over the past 48 hours, may correlate the desire to attack “soft targets”. iv. Next 24 Hours a. Social Media postings indicate a planned “Prayer Walk” this afternoon, at approximately 3pm CST. These types of actions have led to arrests in the past. b. The commonality is disdain for current administration and appears to see the anti-pipeline effort as a credible vehicle to reach larger audiences.
