SECOND SAN DIEGO COUNTY BOARD OF SUPERVISORS June 29, 2017 Laurie Berman, Director Caltrans, District 11 4050 Taylor Street San Diego, CA 92110 Dear In light of worsening traf?c conditions on State Route 94, I again urge Caltrans to address the lack of the promised $20 million in road improvements on this highway since the opening of the casino in amul last year. More than ever, recent traf?c statistics underscore the need for swift action. During the casino?s first months of operation, from October 2016 to May 31, 2017, the California Highway Patrol reported 99 collisions, 13 DUI-related collisions, and 10 DUI arrests on the stretch of SR-94 impacted by the casino. The collision numbers appear to be on a record pace for the year. The serving of alcohol at the casino has further added to the driving dangers. Improvements to SR-94 are the sole responsibility of Caltrans. As of the writing of this letter, the only improvement in place is the traf?c signal in front of the casino and some frontage improvements. Other safety improvements, including road widening and additional signals, required as part of a Caltrans environmental impact report are incomplete or have not even been started. Caltrans is shirking its responsibility to the public and must take whatever actions necessary to expedite these improvements. In the meantime, casino access to should be restricted until all the safety measures are in place. I will continue to hold the leadership at Caltrans and other state of?cials accountable for any injury or loss of life due to the life threatening situation occurring on SR 94 due to your irresponsible actions.
