References: a. 000 Instruction 4500.43 (Operational Support Aircraft), 26 June 2013 b. 000 Directive 4500.56 (000 Policy on the Use of Government Aircraft and Air Travel), 24 June 2014 2. Purpose. To establish Joint Task Force Guantanamo (JTF-GTMO) policy for the use of dedicated military aircraft and other transportation assets. 3. Cancellation. This policy supersedes JTF-GTMO Policy Memorandum for Requesting Dedicated Military Aircraft dated 14 August 2015. 4. It is incumbent on commanders and managers at all levels to prevent the misuse of transportation resources. as well as the perception of their misuse. Travel status, distinguished visitors (DV) code or status, grade. or rank alone is not suf?cient to justify the use of dedicated military aircraft or operational assets, to include Maritime Security Detachment (MARSECDET) Transportable Port Security Boat (T PSB), for transportation purposes. 5. Dedicated military aircraft and/or the use of operational assets for transportation purposes may be authorized on a case-by-case basis for of?cial travel when one or more of the following conditions are met: a. Compelling operational consideration make available commercial/public transportation unacceptable b. Highly unusual circumstances pose a clear and present force protection threat c. An emergency exists d. Use of military aircraft or operational assets for transportation purposes is more cost-effective for the government than utilizing available commercial/public transportation; or JTF-GTMO-CDR SUBJECT: Policy #315. Requirements for Use of Dedicated Military Aircraft and other Transportation Assets e. No available commercial/public transportation is able to meet the traveler's departure and arrival schedule based on valid operational requirements 6. All requests for dedicated military aircraft and/or use of operational assets for transportation purposes shall be reviewed and recommended for approval as follows: a. Operational review by JTF-GTMO and b. Legal and ethics review via JTF-GTMO SJA 7. All requests for dedicated military aircraft andlor use of operational assets for transportation purposes shall be submitted as follows: a. Commander, may approve all requests for aircraft for all JTF- GTMO personnel of equal or lesser rank (and civilian equivalents) b. Deputy Commander, JTF-GTMO may approve all requests for military aircraft for all JTF-GTMO personnel of equal or lesser rank (and civilian equivalents) c. Chief of Staff, JTF-GTMO may approve all requests for military aircraft for all JTF-GTMO personnel of equal or lesser rank (and civilian equivalents) d. Chief of Staff, JTF-GTMO shall be the ?nal approval authority for all other requests to utilize operational assets for transportation purposes e. Requests for dedicated military aircraft shall be submitted using the "Request Military Air Passenger Cargo Step-By-Step Guide? to complete DD Form 2768. The guide and form can be found on the JTF-GTMO J-4 SharePoint page. Approved DD Form 2768 shall be submitted to the J-4 Strategic Mobility Of?ce for scheduling, execution and tracking 1. Approved requests to utilize Operational assets. to include MARSECDET for transportation purposes shall be submitted to the JTF-GTMO J-3 Future Operations (FUOPS) for coordination and execution 8.
