United Coalition of Clubs and Independents meeting will be at from 1:00 PM. to 2:00 PM. on
Sunday May 17. 2015. During this meeting. members of the Banditos OMG and support clubs
are expected to attend and pay dues to the Banditos OMG. Special Agents will be in the area
and in the establishment in an undercover capacity to conduct surveillance and gather
intelligence. Special Agents will respond to and assist THP marked units in the event an arrest
is made of any Bandito or support club member. Special Agents will maintain a presence in the
area to assist the Waco Police Department in case of a disturbance and to maintain public
safety. Special Agents will be able to maintain direct contact with Waco PD Detective Jett
Rogers by CID Mobile A.

"Contingency Plans"

Hostage Situation - In the event or a hostage situation the supervisor will be notified and will
determine the next course of action. Coordination and setup of the perimeter will be the
responsibility ol' the case Agent. Once the perimeter has been established, no one will be
allowed to exit or enter the perimeter. The perimeter will be held until a tactical team and/or
hostage negotiator arrives. along with SWAT teams. who are available for call out.

Downed Agent or Officer - In the event. during the operation. an officer and/or Agent is injured
or in danger. the officer and/or Agent will be extracted in the most expeditious way possible.

Barricaded Suspect - In the event a suspect barricades himself. the surveillance team will
establish an inner perimeter and hold that area.

Upon Shots Fired at the Arrest/Rescue Scene - It is the individual officer's responsibility to
respond appropriately with the correct amount ol' I'orce. All actions should be in compliance with
law and Departmental policy.

Abort Mission - An abort mission order will be given by the case Agent or the supervisor at any
time deemed necessary due to any dangerous circumstances.

In the event deviation from the Operational Plan is required. Supervisory Approval will be
obtained prior to the continuance of the operation.
