July 7, 2017 The Honorable Benjamin Allen Chair, Senate Education Committee California State Senate State Capitol, Room 5097 Sacramento, CA 95814 AB 1321 (Weber) SUPPORT AS AMENDED Senate Education Committee Hearing Date: July 12, 2017 Dear Senator Allen: On behalf of the California School Boards Association (CSBA), which represents nearly 1,000 school district and county boards of education statewide, I write to express our Support as proposed to be Amended position on AB 1321 (Weber) which is scheduled to be heard before the Senate Education Committee on July 12, 2017. Federal law requires the disaggregated reporting of funds at the school site level, broken out by federal, state and local sources. We are pleased that the author has agreed to a simplified reporting of that data that requires only the 3 report levels in federal law in a manner which is easily understandable to the public. We appreciate the inclusion of a methodology in the bill that requires formal consideration for a method to determine fund allocation to individual sites that includes practitioners in those decisions. Models exist in several districts already for allocating funding to sites and these should be considered in this process rather than starting from scratch. We anticipate that it will take time and resources for districts to prepare these reports and explain them to the public, particularly differences in spending between districts due to differential LCFF funding, and hope that the state will make resources available for those purposes.
