Postel Interim President University of Louisville 2301 3rd Street Louisville, KY 40208 Dear President Postel: The purpose of this correspondence is to inform you that the Of?ce ofthe Attorney General (OAG) has reviewed the report produced by Alvarez and Marsal Disputes and Investigations, LLC regarding the University of Louisville Foundation dated June 08, 2017. The report has been analyzed by members of the OAG to include investigators with the Department of Criminal Investigations, Special Investigations-?Public Integrity Branch. The report has documented several areas of concern that the OAG has determined needs to be addressed. To facilitate this review, the OAG is seeking assistance from of?cials with the ULF and the University of Louisville (UotL). Of?cials of both entities are requested to provide to the GAO items to assist in the review of areas of concern mentioned in the report. The requested items are listed below: 1) 4) Any documents authorizing and/or justifying any compensation or payments by ULF to Mr. James Ramsey, Ms. Kathleen Smith and Mr. Jason Tomlinson. The documents should specifically include any legal authorization by ULF for the speci?c amounts paid to these individuals. We would also appreciate any commentary by ULF andr?or UofL on whether such authorization orjusti?cation was legal and suf?cient. Any documents authorizing and or justifying the $38 million loan to the University of Louisville Real Estate Foundation (ULREF) by UofL (These funds were subsequently transferred to ULF). We would also appreciate any commentary by ULF and-*or UofL on whether such authorization was legal and suf?cient. Access to James Ramsey?s computer hard drive. This of?ce understands that Mr. Ramsey?s hard drive may have been repurposed by the UofL information technology department. Access to this hard drive is necessary for a complete review of all matters related to the ULF matter. Copies of emails from or to between James Ramsey, Kathleen Smith, and Jason Tomlinson.
