FLORIDA STATE UNIVERSITY OFFICE OF THE PRESIDENT July 11, 2017 Honorable Richard Corcoran Speaker of the House Florida House of Representatives 420 The Capitol Tallahassee, FL 32399?1300 Dear Speaker Corcoran: Last year, Florida State University College of Medicine (COM) was directed by the Florida Legislature to provide funds to the Florida Associates (FPA) in order to develop and administer mental health screenings to certain populations in Florida. Since then, the Legislature has cut all future recurring appropriations to FPA, and directed FSU to stop making payments in the 2016-2017 fiscal year. We appreciate the clear direction from the Legislature and have worked cooperatively to ensure that the intent of the Legislature concerning these funds has been met. At the time FSU stopped making payments to FPA, $210,000 was left unspent on the contract. Additionally, FSU had used approximately $100,000 ofthe $200,000 in administrative funds allowed in the contract. Although we were willing to return all of the administrative funds, we appreciate your acknowledgement of work on this program, and will return the unspent $100,000 of administrative funds according to your direction. Based on the information above, Florida State University is prepared to return $310,000 to the State of Florida. We have also ended our relationship with FPA. We will return the funds to the State Treasury by the end of the month. You and your staff have been gracious and helpful as we have worked through this process. We applaud the Legislature for your efforts to ensure all tax dollars are spent wisely and transparently and we are pleased to be a part of the process.
