HE stated that Jeff is "emotionally delayed." He described dealing with Jeff like dealing with a four or five year--old. He stated that Jeff had the emotional muscle of a five year--old and deals with things as a child, i.e. temper tantrums, etc. stated that he had not, prior to this time, pinned down egree of irrationality in Jeff. We spoke to_ shun ricr allegations that Jeff had made against Ed Murray. stated that he recalled a telephone call in which Jeff alleged that Ed had forced him into sex and paid for it stated that he did not believe that allegation at the time, and found it completely irrational. He Stated that he did not believe that Ed was having any sexual relationship with Jeff. stated that Jeff had never been "nutured." He stated that he had been deprived in the parenting/family area. He stated that Jeff lacked the ability to interpret Ed's nuturing and parenting in a rational manner. He stated that Jeff had a great deal of anger and fear. He stated that Jeff often becomes attracted to people and then, when emotionally vulnerable, pulls back. stated that it is then that Jeff gets into an irrational, reactive situation. He stated that this is also the time he appears to get involved in drugs. - stated that he believes that Jeff was angry at Ed because he assowdependent on him. He also stated that he felt that Jeff did not wish to go to the group home, and was vacilating at the time that he went there. stated that he believes these allegations could come from Jeff's anger. He stated that this could be one way of expressing anger in an indirect fashion, much like a four or five year--old who has not learned the appropriate was to express anger. also feels that Jeff felt that Ed let him down by being gay. -- stated that Jeff does not think of the long term consequences of his behaviour. stated that in 1 - INVESTIGATION REPORT therapy. Jeff Spoke about Ed's Eziends. However, he stated that Jeff never made any allegation or sexual advances on the part of Ed's friends. He did, however, discuss his feelings of rejec-- tion. stated that it was Ed who first made contact with him a ou ealing with Jeff. He stated that this contact was made because Jeff was not doing well in school, and had serious problems there. stated that he has met with school personnel in trying to develop a program for Jeff. described Ed as being really conscientious about working with Jeff. He stated, however, that the situation had reached a bad point. He stated strongly that Ed's behavior did not indicate hidden behavint. However, he stated that Ed appeared ambivalent about cutting ties with Jeff. He stated that Ed realized lack of resources in the community and realized that he was the only thing that Jeff had. stated that the living situation with Ed was the first time that Jeff had to deal with being un--lnstitutionalized. He stated that Jeff had gone directly from an institution into the open atmosphere of Lincoln High School. He stated that he believed Jeff was overwhelmed by this, and that the expectations were far too high for Jeff.
