Subject: Cash Flow Issues

There is a somewhat complicated series of cash ?ow issues that we need to get a handle on between the City, MPEA and
with regard to the in Tiff funds that will come from the City to MPEA to reimburse MPEA for the purchase of
land forthe headquarters hotel and the event center which in turn will enable MPEA to grant to NPI for its
reconstruotion project.

I don?t have any doubt that this can be worked out.
As a ?rst step, it might be helpful to Richard and ion to collaborate on something that shows side by side the City?s plan
for timing on the TIF funds flowing to MPEA, construction spending schedule and NPl?s construction spending

schedule.

Once we have that homework done we can meet and ?gure out how to manage any problems that the dates and
numbers might show.
