From: Steve Tuttle Sent: Tuesday, August 06, 2013 10:23 AM To: Daniel Morgalo Cc: Jeff Ho Jaimie Johnso Subject: RE: ARREST RELATED DEATH: Miami Beach, FL Importance: High Morgalo, thanks for the call. I will keep this confidential as I realize the deceased is unidenti?ed and this is not public. A few quick items; - AED readings are really important (shock vs no shock). 0 Document behavior before and the timing of the deployment Hair and nail samples! Body temperature are crucral. Univ of Miami brain tissue is invaluable (see highlighted section below and attached). In the meantime, I have added several important issues for your agency to review AND to pass along to any outside investigators 1_ The attached TASER CEW Event Analysis and Evidence Collection Checklist is crucial investigative reminder about investigative issues that should be addressed such as AED strip readouts (if used) body core temperature. 1 TASER Dataport downloads, probe locations. probe and wire retrieval, clothing saved as evidence, hair and nail samples, etc. in the event of an ARD. Make sure to note if the TASER dewce was effective or ineffective which is crucial to make sure the probes are collected as well as the clothes they may have hit. Sometimes probes miss or don?t make proper contact but they must be preserved to prove this. It is critical to provide accurate timing of the incident, the time of the last TASER deployment, the time of a critical response from the suspect or at what time did law enforcement see an emergency response from the subject. the TASER download readouts. and the timing of emergency response by medical teams such as EMTs. ambulance. nurse. etc. Also documenting the subject?s behavior prior to the incident is imperative. 2. Please feel free to share the checklist and other attachments with your investigators or any outside agencies that may have taken over the investigation. 3. The attached sample press releases by law enforcement agencies on arrest related deaths involving TASER devices. I always suggest that agencies provide the media information that doesn?t compromise any on-going investigation so that the media doesn't operate in a vacuum. 4. If you would like to have contact from our Medical Director Dr. Jeff Ho. he is available. Dr. H0 is an ER physician at a Level 1 Trauma Center at Hennepin Co Hospital in Minneapolis, MN. He is an expert on TASER safety and research. emergency medicine, and is a tactical surgeon for a MN law enforcement agency. Let me know and i can have your agency contacted by him have CC?ed him on this email. 5. TIMELY AND URGENT: The attending medical examiners should urgently know that the University of Miami Brain Endowment Bank is available with cutting edge research center that can determine drug abuse and look for excited delirium markers: is the telephone number. Dr. Deborah Mash is the lead researcher on this matter. This is one critical act that many MEs miss out on because of delays. imperagve to get this info to the ME as the brain tissues must be collected ASAP. I attached some of Dr. Mash's research on Excited Delirium issues. Deborah Mash Professor of Neurology and Molecular and Cellular Jeanne C. Levey Miami. FL 33136 5. I also provided links below on the latest conducted electrical weapons (CEW) safety research and resources that maybe helpful in an investigation. The links to download these PDFs are at: - - Please call me if there is anything I can offer further assistance. PLEASE let me know if you would like Dr. Ho to contact your agency. too.
