The City of Aspen operates a municipal water system and is committed to providing a legal, reliable and sufficient water supply for its customers, now and into the future. Climate change is posing severe planning challenges, which Aspen is attempting to mitigate through a variety of approaches. In particular, Aspen is interested in developing an ATM pilot project to determine how this mechanism may be able to help meet future needs while preserving the important agricultural values of the Roaring Fork Valley. Western Resource Advocates is a non-profit organization based in Colorado that protects the West’s land, air and water to ensure that vibrant communities exist in balance with nature. We use law, science, and economics to craft innovative solutions to the region’s most pressing conservation issues. Include a description of the project and what the CWP Grant funding will be used for specifically (e.g., studies, permitting process, construction). Provide a description of the water supply source to be utilized or the water body affected by the project, where applicable. Include details such as acres under irrigation, types of crops irrigated, number of residential and commercial taps, length of ditch improvements, length of pipe installed, and area of habitat improvements, where applicable. The City of Aspen, Wilderness Workshop, and Western Resource Advocates seek to work with one or more irrigators in the Roaring Fork Valley to develop an alternative transfer mechanism (“ATM”) that will help meet local water needs and demonstrate an alternative to buy-and-dry. Our preliminary research has identified many irrigation diversions within close proximity to Aspen. The project will refine potential ATM opportunities, conduct outreach to one or more irrigators, and develop specific elements of an ATM. The full application, to be submitted at a later date, will include further documentation—including a Statement of Work, Budget, Other Funding Sources/Amounts and Schedule—currently absent from this application. The Applicant is required to reference specific needs, goals, themes, or Identified Projects and Processes (IPPs), including citations (e.g. document, chapters, sections, or page numbers). The proposed water project shall be evaluated based upon how well the proposal conforms to Colorado’s Water Plan Framework for State of Colorado Support for a Water Project (CWP, Section 9.4, pp. 9-43 to 9-44;) The project supports the goals and values in Colorado’s Water Plan, including the objective of developing 50,000 AF of ATMs by 2030 (See CWP, Chapter 10, at page 10-10). A pilot ATM project would compensate one or more irrigators for use of water while helping meet other local water needs. The exact type of ATM would be determined in collaboration between Aspen, irrigator(s), WW, and WRA, and be in accordance with ATM types described the Water Plan’s Chapter 6.4, page 6-116). The project will meet the criteria set out in CWP at pages 9-43 and 9-44 and fit inside the IBCC’s noand-low-regrets Action Plan, likely in the niche of a demonstration multi-purpose project (See CWP, Chapter 6, pages 6-124 and6-125). To the extent applicable, the project is intended to be a component of, and further the goals of, the Roaring Fork River Management Plan, which is presently being developed (See CWP, Chapter 10, pages 10-12). This collaborative effort between the City of Aspen, Pitkin County, and over 25 stakeholders is exploring options for improving the health of the upper Roaring Fork River and its tributaries. In addition to providing recommendations for river management options, the City and County expect this stakeholder-based river management plan will help inform its future water planning and development processes, storm-water and habitat restoration projects, and efforts to improve water quality. This project also supports the implementation of the Colorado River Basin Implementation Plan which CWP Grant Application 6 Last Updated: July 2017 Water Project Justification identifies the Roaring Fork Watershed Plan as one of its Top Projects (CO River BIP, Table 18, p. 132), by addressing action items RWM B1b, SW B1b, and SW B1c of the Roaring Fork Watershed Plan. This project would be consistent with collaborative efforts currently underway with the Roaring Fork River Management Plan.
