Dear Harman:

I wanted to just thank you for your kind help in moving along the
payments due to our firm. I know you have been under tremendous strain
and have had a real pile up of work and just wanted to let you know how
much I really appreciate your focusing on this. I believe that the
recent Congressional staff trips have done more good for the CNMI than
almost anything we have done in the past. The tremendous benefit of
having a plethora of important Congressional staff be knowledgeable about
our issues and concerns cannot be overstated. Your assistance in making
this happen was critical. Thanks.
