28 June 2017 Scott Jones Sacramento County Sheriff?s Department 711 Street Sacramento, CA 95814 Subject: BLM Sacramento Press Conference and Release of Demands for the Sacramento Sheriff?s Department Dated: 6/22/2017 Sheriff Scott Jones, BLM Sacramento and the community of Sacramento have come together to highlight the atrocities of the Sacramento Sheriff's department regarding your pattern of violence when engaging Black community members. Specifically, in the cases involving Ryan Ellis, Mikel McIntyre, and Patricia Thompson Hill, your department has provided zero evidence for your use of force. It can only be assumed then, based on previous substantiated excessive force claims levied against your department, that your actions amount to police brutality and/or murder. In April of 2016, Patricia Hill was approached by officers of the Sacramento Police Department. She complied with their request and even submitted to an breathalyzer test, in which she passed; however, the officers used extreme excessive force and in the process broke the bridge of her nose during the arrest. Once at the county jail, female Sacramento Sheriff officers continued the excessive force and broke her socket. She was released the next morning and has since been further victimized by your agency. On May 5th of this year Ryan Ellis was arrested without incident in North Highlands. From approximately 7pm at the time of arrest until 12 midnight when he was admitted into a local hospital there are 5 hours unaccounted for. The narrative presented to the public is that Mr. Ellis while cuffed managed to kick out the back window of the police 'car and jump out of said window, all while the police of?cers continued to drive. According to this department he suffered several head injuries which ultimately caused his death. We want to know what really happened in those 5 hours. On May 8th of this year Mikel was approached by _'Sacramento Sheriff?s officers twice in one day. While suffering a mental crisis, the of?cers pursued-- him and in fear he ran. This department has had several opportunities to be heroes to-community members in need; instead your officers chose violence first when those communitymembers were Black. Because we cannot trust you in word or deed, and because our lives are literally on the line, Black Lives Matter Sacramento is formally presenting you this list of demands: 1. We demand that the Sacramento Sheriffs department provide the police report, autopsy report, and any dashcam, bodycam, or any other camera footage obtained by deputies, for Ryan Ellis. 2. We demand that the Sacramento Sheriff's department provide the police report, autopsy report, and any dashcam, bodycam, or any other camera footage obtained by deputies, for Mikel McIntyre. We demand that the Sacramento Sheriff's department provide the police report, booking report, any video camera surveillance within the Sacramento County Jail, dashcam video, bodycam, and any other camera footage obtained by deputies, for Patricia Hill. 4. We demand the names of all the deputies involved in the murder of Ryan Ellis. 5. We demand the names of all the deputies involved in the murder of Mikel 6. We demand the names of all the deputies involved in the booking and beating of Patricia Hill. 7. We demand to know the history of any community complaints about all deputies involved in all three incidents. 8. We demand the deputies are fired and prosecuted for the abuse of Patricia Hill, the murder of Ryan Ellis, and the murder of Mikel McIntyre. 9. We demand a new oversight commission of the Sacramento Sheriff's Department that has no sheriff deputies as a part of this commission, no sheriff appointments as a part of this commission, and is selected by the community. 10. Lastly, we demand that the Sacramento Sheriff Department?s use of force policy be reviewed and updated by this this newly established commission.
