NOTICE OF VIOLATION Energy Northwest - Docket No. 50-397 Columbia Generating Station License No. During an NRC inspection conducted from December 12, 2016, to February 24, 2017, a violation of NRC requirements was identified. In accordance with the NRC Enforcement Policy, the violation is listed below: 10 CFR 71.5(a) requires, in part, that each licensee who transports licensed material outside the site of usage, as specified in the NRC license, or where transport is on public highways, shail comply with the applicabte requirements of the Department of Transportation regulations in 49 CFR Parts 171 through 180. 49 CFR requires, in part, that low specific activity materiai must be transported in accordance with the condition that the external dose rate may not exceed an external radiation level of 10 mSv/hr (1 rem/hr) at 3 meters (10 feet) from the unshielded material. Contrary to the above, on November 9, 2016, the licensee failed to transport low specific activity material in accordance with the condition that the external dose rate may not exceed an external radiation levei of 10 mSv/hr (1 rem/hr) at 3 meters (10 feet) from the unshielded material. Specificaliy, the licensee transported a package as low specific activity material with an external radiation level of 2.1 rem/hr at a distance of 3 meters from the unshieided material. This violation is associated with a White Significance Determination Process finding. Pursuant to the provisions of 10 CFR 2.201, Energy Northwest is hereby required to submit a written statement or explanation to the US. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 205550001, with a copy to the Regional Administrator, Region IV, 1600 E. Lamar Blvd, Arlington, TX 76011, and a copy to the NRC Resident Inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Viotation (Notice).
