ORDER OF TERMINATION Montgomery County Sheriff?s Of?ce 345 West Second Street Dayton, Ohio 45422 TO: Jerrid Campbell You are hereby terminated from the position of Corrections Of?cer effective May 23, 2017. This termination is because your conduct has been found to be improper in Investigation #17-028 pertaining to multiple violations of G.O.M. 3.5.1, Rule 19, Courtesy, and Rule 45, Erhioo! Conduct; and improper in Investigation #17-016 pertaining to violations of G.O.M. 3.5.1, Rule 6, Unsatisfactory Performance and Q, Courtesy. The circumstances surrounding these violations are as follows: Investigation #17-028: On November 29, 2016, CO. Campbell submitted a handwritten complaint alleging various racist slurs against Sheriff Plummer and the Sheriff?s command staff. Following a investigation, C.O. Campbell?s allegations were not based upon fact and merely memorialized his own perceptions without ever presenting any facts to support the allegations. C.O. Campbell accused Sheriff Plummer of being a ?racist,? ?racist liar,? and accused Sheriff Plummer of running a ?white supremacy agency,? without any supporting factual evidence. C.O. Campbell further alleged Sgt. Parin was ?untruthful and a racist due to his lies? in concluding ISU Investigation 15-055 involving C.O. Campbell?s excessive use of force; however, Sgt. Parin did not conduct the investigation in ISU 15-055. C.O. Campbell?s continuous publishing of complaints about the Sheriff 3 Office employees without corroborating evidence is unprofessional, discourteous, and unethical. C.O. Campbell continuous unsubstantiated allegations re?ect unfavorably on him as a corrections of?cer and the Sheriff?s Office thereby dishonoring and discrediting Sheriffs Office Employees and Sheriff Plummet. These actions are inconsistent with the Sheriffs Office policy and will not be tolerated. Investigation 17-016: On Monday, February 27, 2017, 00. Campbell was assigned as the Delta Pod Officer on overtime on second watch. C.O. Campbell failed to allow an inmate access to the dentist after the inmate had previously refused medical treatment. Further, C.O. Campbell continually hung up on two other corrections officers when they attempted to contact C.O. Campbell using the Jail Steno system. These actions are inconsistent with the Sheriff 3 Office policy and will not be tolerated. Corrections Officer Jerrid Campbell has accumulated numerous violations, many of which are like and similar violations to the (:rlce April of 2016, which include: '9 7328 552W a @245 . ?3 On April 8, 2016, CO. Campbell received a Ten Day Suspension for a violation of G. OM. 3.5. 1, Rule 36, Use ofForce, twice; Rule 1, Violation ofRules; and Rule 45, Ethical Conduct for two separate uses of force events. On one event, C.O. Campbell used force when moving a non-compliant female and failed to complete a report. During the Investigative interview, 00. Campbell became evasive and repeatedly made allegations without providing factual support. In the other event, C.O. Campbell did not notify his sergeant of a disruptive inmate and repeatedly struck the inmate to effectuate handcuf?ng. All of CO. Campbell?s actions in these events violated Sheriff?s Of?ce Policy. 0 On May 11, 2016, CO. Campbell received a Letter ofCaution for a violation of G. OM. 3.5.1, Rule 39, Public Statements and Appearances for posting on the Montgomery County Sheriff?s Of?ce Facebook page ?She looks like she bout to gt in some racist biatches asses.? in reference to a female getting promoted. I On April 9, 2017, CO. Campbell received a Three Day Suspension for a violation of G. QM 3. 5. 1, Rule 1, Violation ofRules and Rule 39, Public Statements and Appearances for making inaccurate and untruthful statements about the Montgomery County Sheriff?s Of?ce and the Montgomery County Jail to the Dayton Daily News while representing himself as a Sheriff?s Of?ce employee. 0 On May 3, 2016, CO. Campbell received a Ten Day SuSpension for a violation of G. OM. 3.5. 1, Rule 6, Unsatisfactory Performance and Rule 39, Public Statements and Appearances for making inaccurate and untruthful statements about the Montgomery County Sheriff?s Of?ce, the Montgomery County Jail and the Inspectional Services Unit to the Dayton Weekly News while representing himself as a Sheriff?s Of?ce employee. 00.
