Ms. Tiffany Delcour Assistant Superintendent of Operations Recovery School District 1615 Poydras Street, Suite 400 New Orleans, LA 70112 August 11, 2016 RE: Proposal for Drinking Water Assessments in RSD Schools MMG Project #: 8003 RSD Dear Ms. Delcour, Materials Management Group, Inc. (MMG) is pleased to submit the following proposal to provide drinking water assessments for select school buildings in Orleans Parish, Louisiana owned by the Recovery School District (RSD). Using the testing protocols and recommendations outlined in the U.S. Environmental Protection Agency (USEPA) documents “Lead in Drinking Water in Schools and Non-Residential Buildings” and “3Ts for Reducing Lead in Drinking Water in Schools,” MMG will conduct water testing at specific school facilities, as requested by RSD, in order to assess the concentration of lead-in-drinking-water at faucets, drinking fountains, and other potential exposure points, if applicable. Lead-indrinking-water assessment findings will be provided to RSD on a “per school” basis in order to better inform the management of schools and school facilities. Lead-in-drinking water assessments will include:   A preliminary building assessment and the development of a “plumbing profile” as described in “Lead in Drinking Water in School and Non-Residential Buildings,” if applicable. Water testing at select locations throughout the school using a “three-draw” method informed by published recommendations from both the USEPA and US Department of Housing and Urban Development – Chapter 5: Lead Risk Assessment and Reevaluation. Proposed 1st draw testing locations include:  The primary water fountain on each floor of the building;  The primary water fountain in the gymnasium;  The two (2) primary faucets used for cooking in the cafeteria kitchen;  The main service tie-in to the building; and  Up to six (6) random faucets or water sources selected throughout the building as determined by MMG staff scientists. o Proposed 2nd draw testing locations include:  The primary water fountain on each floor;  The primary water fountain in the gymnasium; o  The two (2) primary faucets used for cooking in the cafeteria kitchen; and  Up to three (3) of the random locations selected for 1st draw testing as determined by MMG staff scientists. o Proposed 3rd draw testing locations include:  The primary water fountain on each floor;  The primary water fountain in the gymnasium;  The two (2) primary faucets used for cooking in the cafeteria kitchen; and  Up to three (3) of the random locations selected for 2nd draw testing as determined by MMG staff scientists.   Analysis of drinking water samples using EPA Method 200.5 Rev. 4.2 for the Determination of Trace Elements in Drinking Water at SGS Accutest Gulf Coast Louisiana Laboratories located at 500 Ambassador Caffery Parkway, Scott, LA 70583. A final lead-in-drinking-water assessment report provided per school. The total cost for these services is estimated to be $2,433.60 per school.
