(MMG) was contracted by the Orleans Parish School Board (OPSB) to conduct a limited drinking water investigation at Lusher Charter School - Willow Street Campus, located at 7315 Willow Street, New Orleans, LA 70118 (School). MMG was asked to perform this limited investigation after a School staff member reported a suspicious odor associated with water taken from the primary drinking fountain in the K-1 Annex building. Investigation The field investigation was conducted at the School on January 23, 2017 by Dr. Paul Lo, Dr. Richard Lo, Ms. Braelin Carter, and Mr. Jeff Camus. Field activities included: • • • An odor panel, conducted by Dr. Paul Lo, Dr. Richard Lo, Ms. Carter, and Mr. Camus to evaluate three (3) water samples taken by School staff members prior to MMG’s arrival on site; A visual inspection of water fountains and other potential sources of drinking water throughout the School campus; and The collection of additional drinking water samples including: o Five (5) samples collected from potential sources of drinking water around the School campus and subjected to a second odor panel; o Five (5) samples collected from potential sources of drinking water around the School campus and tested for residual chlorine using NEMI Method 4500-Cl G; o Five (5) samples collected from potential sources of drinking water around the School campus and tested for Volatile Organic Compounds (VOCs) using EPA Method 8260; and o One (1) sample collected from the source of the water which was reported to have a suspicious odor (K-1 Annex Sample – Original). This sample was also analyzed for VOCs using EPA Method 8260. Laboratory analytical testing for residual chlorine and VOCs was performed by Pace Analytical Services, LLC located at 1000 Riverbend Blvd – Suite F, St. Rose, LA 70087 (Pace Laboratories) under the supervision of Ms. Karen Brown. Water samples were hand-delivered to Pace on the same day they were taken by MMG representatives, Ms. Braelin Carter and Mr. Jeff Camus. Materials Management Group, Inc. These were: o K-1 Annex Sample  This sample was taken by a staff member and stored in a reused, disposable “Dasani” water bottle for an indeterminate period of time. o “Solo Cup” Sample 1  This sample was taken by a staff member and stored in an uncovered new, plastic cup for an indeterminate period of time. o “Solo Cup” Sample 2  This sample was taken by a staff member and stored in a covered new, plastic cup for an indeterminate period of time. The results of this odor panel were: o K-1 Annex Sample  Sample Description: Water was clear without visible color or particulate contaminants.  Odor Description: Mildly sweet, solvent or chlorine-like odor. Not acrid or burning. o “Solo Cup” Sample 1  Sample Description: Water was clear without visible color or particulate contaminants.  Odor Description: None – no odor detected. o “Solo Cup” Sample 2  Sample Description: Water was clear without visible color or particulate contaminants.  Odor Description: None – no odor detected. January 31, 2017 MMG #7203 NSB Residual Chlorine Testing • MMG staff scientist collected five (5) water samples on January 23, 2017 in order to test for residual chlorine. These were: a. VOC Testing • • • MMG staff scientist collected six (6) water samples on January 23, 2017 in order to test for VOCs. These were: a. LUSH-WA-VOC-05: Goldring Building (Main Hallway) - Drinking Fountain All six (6) samples were described as clear without visible color or particulate contaminants. None of the six (6) drinking water samples collected exceeded the EPA primary drinking water standards for VOCs. Conclusions No consistent, noxious, acrid, or irritant odors were detected during odor panels 1 and 2 in any of the drinking water samples taken from the School. Residual chlorine levels detected in drinking water samples taken from the School ranged between none detected and 0.32 mg/L. The Louisiana Department of Health recommends a residual chlorine concentration of no less than 0.5 mg/L for drinking water. Materials Management Group, Inc. Recommendations Primary drinking water sources at the School can be used by all without restriction. Water fountains, faucets, and other primary drinking water sources inside the School should be flushed for several minutes each morning, or after significant periods of disuse, in order to improve residual chlorine levels. Water which has been taken from water fountains, faucets, or other primary sources inside the School should be consumed in a timely fashion or stored in clean, non-porous containers. The frequent reuse of disposable plastic bottles or the long-term storage of water therein should be avoided, if possible. Materials Management Group, Inc. (MMG) was contracted by the Orleans Parish School Board (OPSB) to conduct a limited drinking water investigation at Lusher Charter School - Willow Street Campus, located at 7315 Willow Street, New Orleans, LA 70118 (School). MMG was asked to perform this limited investigation after a School staff member reported a suspicious odor associated with water taken from the primary drinking fountain in the K-1 Annex building. Additional information provided by School officials suggested that the water in question had been taken from a general access water fountain in the K-1 Annex building and then stored in a closed, disposable plastic water bottle (“Dasani” brand) for an indeterminate amount of time; the suspicious odor was detectable only upon reopening the bottle. After the odor was reported to onsite administrative officials, School staff members collected two (2) additional water samples from the same source and held them until representatives of MMG arrived on site; these samples were stored in previously unused, plastic “Solo” cups. School officials reported no suspicious odor at the time each of the three (3) initial water samples was collected. 1.1 Scope of Services Services provided by MMG for the drinking water investigation at the School included the following: • • • • • 1.2 An initial odor panel conducted by representatives of MMG on the three (3) water samples taken by School staff and administrative officials; A visual inspection of drinking fountains and other primary drinking water sources around the School campus; The collection of sixteen (16) additional water samples: o Five (5) samples for a second odor panel o Five (5) samples for residual chlorine analysis (NEMI Method 4500Cl G) o Six (6) samples for VOC analysis (EPA Method 8260) Laboratory analysis of water samples at Pace Analytical Services, LLC located at 1000 Riverbend Blvd – Suite F, St. Rose, LA 70087; and A final drinking water investigation report including conclusions and recommendations. Limitations and Exceptions The investigation performed by MMG was a “snapshot” of the drinking water conditions at the School at the time the investigation was performed. Water sampling and other investigative activities were limited to water fountains and other drinking water sources in well-used, public-access areas. No additional water testing or investigative activities were performed by representatives of MMG. 2.0 Drinking Water Investigation Water sampling, odor panel, and other investigational activities were performed at the School on January 23, 2017 between 8:30 AM and 12:30 PM. MMG’s investigative team consisted of Dr. Paul Lo, Dr. Richard Lo, Ms. Braelin Carter, and Mr. Jeff Camus. 2.1 Initial Odor Panel 2.1.1 Methodology MMG’s investigative team arrived on site at approximately 8:30 AM, Monday January 23, 2017. Under the direction of Dr. Paul Lo, the MMG team formed a four-person odor panel to evaluate the three (3) drinking water samples taken by School staff prior to MMG’s arrival. Each member of the odor panel conducted an olfactory assessment of each water sample, withholding their individual conclusion until the other panel members had completed their evaluation. Prior to MMG’s arrival on site, School officials had ceased using all drinking fountains and sinks in general access areas. When questioned, School officials confirmed that all sinks, fountains, and faucets had been unused for approximately 48 hours prior to MMG’s field investigation. MMG observed that water fountains, sinks, and other water sources had been wrapped in plastic and secured with tape to prevent general use. MMG saw no breaches or irregularities in these containment structures during the visual inspection. MMG saw no identifiable sources of unusual odor in or near any public-access sources of water. MMG had to remove the plastic wrapping of all interior water sources prior to water sampling activities. 2.3 Drinking Water Sampling (Residual Chlorine Testing) 2.3.1 Methodology After the visual inspection of generally-accessible drinking water sources at School was complete, MMG devised a risk-based water sampling methodology designed to evaluate the residual chlorine levels present in water from those sources most likely to be used by staff and students. Taking into account staff concerns, administrative feedback, and their own initial observations, MMG decided to take drinking water samples from five (5) generally accessible and heavily used drinking water sources in and around the School. Mr. Camus of MMG collected the samples by donning protective gloves and then collecting two samples of water directly from each drinking water source. Sources were not flushed prior to sample collection. The initial sample from each source was taken so that water completely filled Materials Management Group, Inc. The second sample from each source was filled within 1 inch of the top of the jar, capped, agitated, and then set aside for olfactory evaluation later. These samples were taken by Mr. Jeff Camus on January 23, 2017. Samples were collected in new, glass, screwtop jars provided by Pace Laboratories. Water was allowed to flow into the jar directly from each drinking water source to within 1 inch of the rim of the jar. The jar was then capped, agitated, and set aside. The second odor panel was conducted by Dr. Paul Lo, Dr. Richard Lo, Ms. Braelin Carter, and Mr. Camus at 11:00 in the same manner described in Section 2.1.1 of this report. While Ms. Carter was at Pace, laboratory supervisor Ms. Karen Brown collected an additional water sample from the original K-1 Annex bottle provided by the School. This sample was also set aside for VOC analysis (Sample Number LUSH-WA-11). Ms. Carter then returned to the School with Mr. Jeff Camus and Dr. Richard Lo to take five (5) additional drinking water samples from the five previously determined sampling locations for VOC analysis. Drinking water samples for VOC testing were collected using the sampling methodology described in EPA Method 8260. Samples were received by Pace Laboratories on January 23, 2017 at 12:36. 2.5.2 Analytical Laboratory Results – VOC Testing Of the drinking water samples collected, none exceeded the EPA primary drinking water standard for VOC’s.
