At a~pro~mately 1:17 a.Aa. Officer Estcy and I were dispatched to the area ofTruing Ave and Iyanough Ave.for a loud party and fireworks. pispatch had rECeived a call fzom a concerned neighbor at approximately 12:55 a.m. m~kiiag tkus complaint. The same concezued neighbor called bacl~ again at approximately 1:19 a.m. because the disturbance was still. ongoibg and no police had arrived yet(heavy ca11 volume at bar clos%~.g time caused delayed response). . Upon my arrival on Irving .A.ve. I shut down my cruisez~ approximately 200-300 feet befoze ~yanough AvE. T could clearly hear loud music and loud voices coming the comer.house. I also observed several people walking up the road carrying coolers. I also observed Hyannisport Secuzity off at the intersection. I t}aem wemt to the corner house and identified it as 172 Irving A.ve.. Once there,I could hear loud music coming from the house and could sEe people singaz~g through the.bay window. ~ spode with Hyanni.sport Security , . eGrace. Degrace Mated that they had several complaints about tlae noise at 172 Irving Ave Officer throughout the eveniaag. They had responded several times and escorted people offt}xe nearby pier (lighting off farewoiks)that were from the pax-ly, At tbas tune Officer Estey arrived and we made our way to the side door. Upon walking up Y observed several beet cans thrown.throughout the ]awn and could see several people drinking and singing music on a mzcropbone. The microphone was part ofsome type of amp~Z~ed .speaker system. At the door T met with a woxraan and advised her that I needed to speak with the owner o~ the house. As I was addressing hez~ Z could hear that the pousic had'been lowered. A male,later identified as Matthew Kennedy, came to the door and immediately became angry with me. Ike gave me little opporhu~ity to explain our presence. I advised KennEdy(whom I have nevez encountered or recognized)that Y needed to speak with the owner or person i~o. charge ofthe home. Another male came out alon with several other people and he stated the he was the one tenting the hotise. A female,later identified as edy, asked what tb,e problem was. T advised both parties ofthe Noisy by-law violativm. While o sidE I could hear that the music was turned up to zts oz~ginal loud level. Y told them that the party was in violation ofthe ordinance and the noise must desist. ~ told them that I nEeded to identify the person in charge o~ tZze parCy. I asked the above-re~'erenced unidentified wale for identiftcation. This iiadivi.dual refused to identify.himself and stated that he had no xdezttification. T attempted furthez~ conversation with this male, but was unsuccessful. KEnnedy tkten pushed his way through the group of,people that were listening to me and dabbed hold of~zs male pulling him back into the house iJa an. aggressive manner. I now asked ~enned~ to provide some xdenti~tcation. ~e became even more irate w~it~i zne. I observed Kennedy to have moliceably blood shot and glass~.eyes and ~e was sweating profusely during our conversation. Kennedy was yelling at me not to Enter the house as T moved closer to the door. I~enaiedy conCinued to yell and scream. at me and re~se~ any cooperation whatsoever. Tie told me to leave. ~Te appeared to be vet unsteady on his feet and his movements were erratic, Z advised bins tk►at I vas responding to a noise complaint and Y needed tv identify the person in chazge ofthe home. Kenz1edy only pointed his ~Zngex at my chest and refused any sort o~ civil communications. Kennedy z~espouded by novv screaming incoherently and throwing himself at t}ae wall. When he hit the wall, he grabbed a wall cabinet (filled with glass valuables) and threw it smashing the coAtents. I attempted to ask Kennedy why he was acting like this. NEither m~seLf, noz Of~'icer Estcy, ever came into contact ~vvith Kennedy when he threw }umsel~ at the wa11. There were at least -den other people in the room at this poiunt. T advised T~ennedy that he was now under arrest and I attempted to place handcuffs on T~cnn~dy due to his violent auk.tumultuous behavior and refusal to stop the ongoing disturbance. Once outsidE, we were sur~ou~ded again by a grouQ of persons. T radioed dispatcb.ed to send more cruisers to our location. A large numbez~ o~party guests now came out ofthe house and into tJae middle o~ the road. T Kennedy, grab hold of my cruiser door and open it. I recognized observed a female, later identified as ~ ome the pazLy guests from in the house, A.s'she opened the door I rushed to the cruiser as Y]~e czowd her as o~ closed in. I was able:to get the door closed but this had ~ao~v £tared up the crowd even more. everywhere Z turned there was a ce~~ phone camera / fLashlightin my face az~:d people weze yelling and flailing their arms. ~7~,e ennedy had imcited thuis crowd into an angry mob. actions of both 1Vlatthew Kennedy and ~em~aedy (the daughter of MatthEw T~ennedy) u~dez~ Based on the above facts, I immediately place arrest. She was subsequently placed into Officer Estey's cruiser. At thus time Lt. Mark Cabral arrived on scene. The crowd was d~ispe~sed with Che hc1~ of several more arriving o~£icers. Officer Estey and I transported both prisoners to the station where they wErE both booked by Sgt. Jasort saber. eGxaee. Once outside, we were surrouzided agai~a by a gicoup o~persons. I radioed dispatched to send more cnusers to our location. A large number of party guests now came out ofthe house and into the middle ofthe road. T observed a female, later identified as Caroline Kennedy, grab hold of my cruiser door and open it. 7 recogxvzed her as one ofthe party guests from in the house. A,s she'opened the boor T rushed to'the cruiser as the crowd closed in. T was ~.ble to get the door closed but this had now flared up,the crowd even more. everywhere Y fumed there was a cell hone camera /flashlight in Croy face and people were yelling and flailing their arms. The actions of bo ennedy and Caz~oliue ~Cenuedy bad incited this crowd into an angry mob. Based on the above facts, I unmediately placed Caroline KenuEdy(thy daughter of ~enuedy)under arrest.
