The protesters are working to break down the remaining camps and relocating without incident or clashes with Law enforcement indicate the radical/hardline agitators have likely departed or plan to depart the area, which is congruent with social media posts. With activity still occurring around the valve sites, there remains a few agitators who may be attempting to collect propaganda footage or planning to conducted sabotage against a target of opportunity. b. Recommend a better engineered solution be installed at the pedestrian gates that would prevent access to the locking mechanism. The chain and lock are still only a deterrent and could easily be cut to gain entry. f. With the migration of veteran protestors from North Dakota, the Patoka Pump Station is a well-known and likely target for these veteran protestors. This coupled with restricted fields of view within both facilities and lack of mutual supporting personnel for personal safety of the security force. It is highly recommended that the security force be increased by at minimum one person at the pipe yard. This would minimally mitigate both the safety and security issues at both sites. Ideally, there should be two people at both security posts. g. Recommend electronic surveillance is installed to augment the current security staff. Security cameras would provide early warning of possible security issues, protests or other emergencies allowing a more rapid response of emergency response units. ii. Past 24 Hours a. Conduct open source monitoring of activist groups b. Conducted physical security inspection of the Patoka Pump Station and Pipe Yard: 1. The three pedestrian gates at the Pump Station were found to be poorly installed and without locks allowing easy access. The gates have been secured with chains and locks as a temporary solution. 2. Temporary corrective action has been taken at all three gates. The current grade at rear vehicle gate leaves about a 24? gap at the bottom that allows easy access into the perimeter fence. 4. TS-IL has coordinated with site manager to have dirt moved to fill in some of the gap. Due to the erosion this is a temporary fix until a more permanent solution is available. Next 24 Hours a.
