As the security footprint continues to decrease at the HDDs and the area around the former camps, more surveillance/observation from individuals is anticipated. The collection of information will likely be used for propaganda, though could be used for planning a direct action event to muster more public support and reinforce protester activity on social media that ‘the fight is not over.’ b. The (11) trespassing cases recently dismissed, added with (3) more, come to a total of (14) out of (19) total protesters arrested on 13 September 2016. A Morton County judge dismissed the charges due to the lack of evidence of an authorized person notifying the protesters they were trespassing or that the land was clearly posted. This will likely be the result of cases from the same timeframe, however steps were taken to ensure DAPL property was clearly marked. Even though these cases may be viewed as a win for protesters and encourage more to engage in illicit activities, when more recent arrests to go to trial and the protesters are charged, it may create a hesitation for some individuals to partake in direct actions, decreasing the ability of protesters to form large groups. This may however cause smaller groups to participate in sabotage efforts with the intent to disrupt pipeline operations without being caught by law enforcement. c. The Cannonball Pit Stop Gas station is owned by David Archambault, the Standing Rock Souix Tribal Chairman. The remodeling is significant because it indicates the amount of revenue Archambault received from owning/operating the nearest gas station/convenience store to the former camps. Rode with asset IVO Williamsburg to conduct reconnaissance on a property to assess its viability as a safe house. Whereas the house is 13.9 miles and approximately 15-20 minutes’ drive time from the camp, the structure is old, dilapidated and has not been lived in for quite some time. The value of this structure in regards to having a safe house IVO the Little Creek Camp is in question. Next 24 Hours a. Track the progress of the camp in Iowa County, continue to work with local law enforcement in regards to the camp. 3. ILLINOIS FUSION ii. iii. iv. Intel Update a. Illinois- TS was able to intercept the activist known as Tawasi prior to him being able to reach the Patoka Pump Station, with support and communications from IA-TS, ND Fusion. Using vehicle posturing IL-TS was able persuade Tawasi to take an alternate route which brought him to the Marathon Fuel Farm which is IVO of the Patoka Pump Station. IL-TS was able to manipulate the direction of travel away from the pump station, avoiding any threat to the DAPL facilities. While continually coordinating with local Law Enforcement and Leighton Security. b. Due to the remoteness of the location it was difficult to triangulate Law Enforcement to intercept the vehicle. Through the efforts of TS-IL, Tawasi was pushed from the area by IL-TS. Tawasi vacated the area by entering I-70 East. In order to ensure to avoid a possible high speed chase and to avoid endangering the public on a busy interstate, IL-TS DPM was instructed by IL-TS PM to break off and return to Patoka Pump Station for a debrief with Law Enforcement. Law Enforcement was later able to make contact with Tawasi in a bordering county and persuade him to leave the area. Fayette County and Marion County Sheriff’s offices increased their patrols in the vicinity of the infrastructure within their jurisdictions and would maintain that operation tempo until morning Past 24 Hours a.
