DAPL SITREP 184 March 15, 2017 John Porter Chief Security Officer INFORMATION CONTAINED IN THIS REPORT IS PROPRIETARY AND SENSITIVE. DO NOT RELEASE OUTSIDE OF AUTHORIZED AND APPROVED RECIPIENTS. INFORMATION CONTAINED IN THIS REPORT IS PROPRIETARY AND SENSITIVE DO NOT RELEASE OUTSIDE OF AUTHORIZED AND APPROVED RECIPIENTS The Highlights NSTR . The Details 1. NORTH DAKOTA FUSION ii. Intel Update a. Damaged cylinder discovered at North Dakota L/R 2 with vandalism expected. A report filed with the Emmons County Sheriff’s Department. b. Native American tribes suing to stop the Dakota Access pipeline have asked U.S. District Court Judge Boasberg to prevent the flow of oil while they appeal his most recent decision iii. Past 24 Hours a. Continued monitoring of Open Source information, ISR feeds, and other sources of information to provide accurate assessments of protester activities/migration which may impact DAPL operations. b. Cleanup efforts continue iv. Next 24 Hours a. A decision regarding the request to halt oil until the appeal process is complete is anticipated by the end of the week. Though unlikely, if Boasberg rules in favor of halting the oil, it will reinforce efforts and there will be a resurgence of protester efforts not only in SD, but along the majority of the DAPL. b. c. An increased call to actions and availability of ‘protester training’ is of a growing concern. The ‘water protectors’ have successfully created a national support system including the establishment of camps, logistics, and funding channels. With the improvement of organization and the inclusion of groups like the ACLU and It’s Going Down (IGD), the ‘peaceful and prayerful’ approach to disrupting pipeline construction will quickly evolve to creating delays at construction sites by employing the direct-action tactics taught during the numerous training sessions. This is reinforced by the increased social media chatter regarding the need for more events disrupting construction versus law enforcement altercations. d. The damage to the cylinder at ND L/R 2 is pending the collection of further information TigerSwan Prepared for Energy Transfer Partners 1 INFORMATION CONTAINED IN THIS REPORT IS PROPRIETARY AND SENSITIVE DO NOT RELEASE OUTSIDE OF AUTHORIZED AND APPROVED RECIPIENTS 2. IOWA FUSION ii. iii. TigerSwan Intel Update a. The damage caused by the hole burned in valve 430 in Iowa should be investigated as an act of domestic terrorism. Not only did those responsible for the incident put their own personal lives as risk, but they jeopardized the safety of all others who may have encountered the damaged valve. The destructive ecological impact that would have resulted from the damaged valve would be far worse than anything DAPL could have accidentally caused. “According to the FBI in June 2008, eco-terrorists represent "one of the most serious domestic terrorism threats in the U.S. today". REF: FBI – Using Intel Against Eco-Terrorists". Fbi.gov. 2008-06-30. b. Contact the FBI’s National Infrastructure Protection Center (NIPC) c. The mission of the NIPC is to provide "a national focal point for gathering information on threats to the infrastructures" and to provide "the principal means of facilitating and coordinating the federal government's response to an incident, mitigating attacks, investigating threats and monitoring reconstitution efforts." Current guidelines define critical infrastructures to include "those physical and cyber-based systems essential to the minimum operations of the economy and government," to include, without limitation, "telecommunications, energy, banking and finance, transportation, water systems and emergency services, both governmental and private." Continued to analyze the correlation between upcoming DAPL operations TTP versus other existing pipelines in similar situations. c. Traveled to Batavia, Iowa and assessed valve sites 420, 430, 440, 450, 451, 460, 470, 480, 490 and 500. d. Upon arriving at valve site MLV-IA-430, a loud hissing noise was heard, and a hole in the pipeline was detected, which looked to be caused by a blow torch. Prepared for Energy Transfer Partners 2 INFORMATION CONTAINED IN THIS REPORT IS PROPRIETARY AND SENSITIVE DO NOT RELEASE OUTSIDE OF AUTHORIZED AND APPROVED RECIPIENTS Upon discovering the hole ISAT departed and went to MLV-IA-420 to see if any acts of domestic terrorism had been attempted on that site. It was found to be unharmed. Drove to Oskaloosa, IA to report the act to the Mahaska County Sherriff’s Department. Filed a report with Deputy Sanders and spoke briefly with the Sherriff. Notified the Sherriff of the new camp in Iowa County (adjoins Mahaska County to the northeast) and the Sherriff stated that the Iowa County Sherriff’s Office had notified him of the camp. The Sherriff was quite upset over the incident and commented that he doesn’t need this crap in his county iv. Next 24 Hours a. Track migration patterns of protestors leaving Washington D.C. rally and return to Iowa camp. 3. ILLINOIS FUSION ii. TigerSwan Intel Update a. Signage across the Illinois ROW remains at a minimal level. In light of recent actions taken within other states at DAPL facilities, it would be paramount to ensure that all steps are taken to ensure prompt and effective prosecution of trespassers be taken. A critical precedent was set in January if Fayette County when charges were dropped on two activists who were arrested for trespassing at Valve Site IL-350. Proactive measures should be taken to ensure that law enforcement be provided with sufficient cause to effectively prosecute cases. 1) along the DAPL pipeline. b. The majority of Illinois activists and group pages have begun posting in support of other anti-pipeline efforts nationwide. The current focus throughout the local activists is the anti-Diamond pipeline effort and the establishment of the Oklahoma Camp. The Oklahoma group has stated that they are using the Standing Rock Model for their protest and it appears they are soliciting veteran protesters from Standing Rock to join them. Additionally, the establishment of this camp appears to be much more organized and disciplined than the establishment of even the Lancaster Camp. It is apparent that the organization skills are evolving and becoming much more efficient and purposeful. This level Prepared for Energy Transfer Partners 3 INFORMATION CONTAINED IN THIS REPORT IS PROPRIETARY AND SENSITIVE DO NOT RELEASE OUTSIDE OF AUTHORIZED AND APPROVED RECIPIENTS of discipline will likely translate to their strategic messaging campaign, direct action planning as well as their fund-raising efforts nationwide. Based on Illinois activists promoting the establishment of the camp, it appears that that fundraising effort will include an organized effort in Chicago. https://www.facebook.com/NoPlainsPipeline/ http://us15.campaignarchive1.com/?u=864a7fed8c49a30580f67e821&id=d4625810ea c. Mni Wičoni - Water is Life Fundraiser will be held in Chicago 16 March 2017. https://www.facebook.com/events/151939495311880/ d. Political patronage is an important tool throughout the country, in Chicago it’s a way of life. A recent post about the Progressive Movement in Chicago was posted on one of the No-DAPL group pages. The article points to an intention of moving the politics of Chicago further to the progressive left. There are certain parts of the article that are important; first is the importance of Chicago politics in the National picture; next the push to move the conversation of Chicago and the democrat message further to the Progressive; finally, the primary players in the Chicago political circle are identified. The last part is the most critical. One of the primary individuals in Chicago’s political circles is the Cook County State’s Attorney. Kim Foxx was recently elected the Cook County State’s Attorney (DA). She unseated the incumbent democrat in the primary election and went on to defeat the republican candidate. The elimination of a Democrat incumbent and a member of Mayor Emanuel’s inner circle is historic. The election of Kim Foxx has also been identified as a key win for Black Lives Matter Chicago, and was a blow to the institutional Democrats of Chicago (Emanuel). e. Kelly Hayes of Lifted Voices efforts have been identified as important to the election of Ms. Foxx. Kelly Hayes has many issues that she is involved in organizing for, one of which has been anti-DAPL/Anti-Pipeline movement which she has been a principle speaker at multiple demonstrations in Chicago. She has also been a proponent supporter in bringing together multiple movements to increase the effectiveness of protests by increasing numbers during demonstrations. Ms. Hayes has played an important role bringing together Black Lives Matters and a few of the LBGT-Q groups to support the No-DAPL demonstrations in Chicago. It is important to note that Ms. Hayes now has some level of access to the DA, due to her efforts in unseating the Democratic incumbent and the defeat of the republican challenger for the Cook County DA seat. This access may influence only minor political patronage favors, but Ms. Foxx or Ms. Preckwinkle (Cook County Board President) could influence TigerSwan Prepared for Energy Transfer Partners 4 INFORMATION CONTAINED IN THIS REPORT IS PROPRIETARY AND SENSITIVE DO NOT RELEASE OUTSIDE OF AUTHORIZED AND APPROVED RECIPIENTS participation in future fund raising efforts by the Chicago political elite in an effort to win over the more Progressive members of their constituency. https://www.thisismorpheus.com/2017/03/why-the-dnc-needs-to-take-overcook-county/ f.
