Loose fencing allows outsiders to pull the bottom up and scoot under the fence, also the barbed wire was too loose to be effective. Much like Afghanistan and Iraq, the “Fighting Season” will soon be here with the coming warming temperatures. . The Details 1. NORTH DAKOTA A. Intel Update 1) As news of the damaged valve sites continues to spread the likelihood of further attacks also increases due to the successful delay of DAPL being completely operational. Since the articles also discuss the tactics used, we can expect copycat attacks in the future. 2) Some protesters may be hesitant to vandalize the valve sites since protesters are aware the FBI is investigating the vandalism. Protesters have also expressed concern the attacks on the valves may be labeled terrorist attacks and fear he consequences of being charged as a terrorist. Though some protesters are advocating against the attacks, it could cause others to locate remote valve sites for an increased likelihood of getting away with vandalism. B. Past 24 Hours 1) A suspicious black Nissan Altima with a lone white male driver in his 50 pulled into the approach by HDD-East and took photographs and then drove away. Law enforcement was notified. 2) Suspicious male subject was seen by DAPL security helicopter walking along the ROW near valve ND-265. Law enforcement was notified and responded. There was no damage to the site. 3) DAPL security helicopter conducted aerial patrol from valve ND-210 to ND-430. DAPL security also roved the valve sites in North Dakota. 4) Protesters continue to share articles outlining the vandalism of the valve sites in South Dakota and Iowa. The articles being shared also discuss the tactics used to vandalize the valve sites. C. Thompson Center, downtown Chicago. The climate march will be held in Washington D.C., with sister marches held across the country. An emphasis of the march will be resistance to pipelines. 4) Other high-profile activists such as Joye Braun and Johnny Dangers are raising awareness of the Keystone XL Pipeline, focusing activist attention on it, and increasing expectations there will be high levels of indigenous resistance to KXL. Beyond the threat to the environment they believe KXL poses, the activists repeatedly emphasize the perceived threat to indigenous ways of life. Intel Update 1) The advancing of the Keystone XL pipeline construction will directly impact the growth of ‘resistance’ camps in SD, primarily the Cheyenne River Sioux Tribe camp at the Eagle Butte, SD powwow grounds. There will likely be more camps established as the weather continues to improve. The residents of these camps, though focused on XL, will have opportunity to cause issues for DAPL sites in SD. B.
