DAPL SITREP 201 April 3, 2017 John Porter Chief Security Officer INFORMATION CONTAINED IN THIS REPORT IS PROPRIETARY AND SENSITIVE. DO NOT RELEASE OUTSIDE OF AUTHORIZED AND APPROVED RECIPIENTS. INFORMATION CONTAINED IN THIS REPORT IS PROPRIETARY AND SENSITIVE DO NOT RELEASE OUTSIDE OF AUTHORIZED AND APPROVED RECIPIENTS The Highlights Despite the completion of the pipeline in ND, The Cheyenne River camp continues to grow just south of the Cannonball. I strongly think the ND MLV 380 is a major target for the protestors and natives due to the valves proximity to the Missouri and historical significance of the land. The Details 1. NORTH DAKOTA A. Intel Update 1) approx. 12:39 CST – Two male Native Americans driving a late model Green SUV (light-blue license plate number: , state: unknown) recorded video from their vehicle at Gate 2 entrance to the HDD-West site. The Natives proceeded to walk along HWY 1806 in the vicinity of Gate 2. LE responded and stationed temporarily at gate 3. DAPL Security also responded, stationed at Gate 2. 2) Approx. 13:52 CST – 7 vehicles arrived at Camp 2. approx. 14 personnel dismounted the vehicles and began picking up trash in Camp 2. Myron Dewey 3) Approx. 16:00 CST – Silver Hyundai Sonata with license plate: , state: unknown, stopped between HDD-West Gates 1 & 2 and took photographs of the site. 4) Approx. 16:10 CST – Reports of new teepees and tents going up at Cheyenne River Camp. Multiple vehicles present 1. Analyst Comment – Myron Dewey and his followers have been requesting videos and photographs in recent times to aid in the efforts to petition the pipeline. These events may very well be correlated to Myron Dewey’s request 2. Analyst Comments – These events mark the third consecutive day of protester activity in the camps and is the most active. The new teepees and camp being set up is likely related to social media calls to action in order to show “it isn’t over, yet”. B. Past 24 Hours 1) Maintained security at valves ND-290 to ND-430 using roving patrols. 2) DAPL security helicopter conducted aerial patrol from ND-L/R#1 to SD-160. 3) Third consecutive day of protester activity in the camps. Intel Update 1) Food and Water Watch – Mid West is a primary non-Indigenous organizer of demonstrations and protest efforts in the Chicago area. Their efforts are not funded through any grassroots efforts and is centrally funded through their national HQ s. 2) On 1 April, Food and Water Watch held a kick-off event in Chicago for the upcoming People's Climate March on 29 April. The event was held in the SEIU facility (a healthcare workers' union). Representatives from Save Our Illinois Land (SOIL), Nuclear Energy Information Service (NEIS is an anti-nuke activist organization), Rising Tide, and The Mom's Clean Air Force had booths at the event. Approximately two hundred people attended the event, which was designed to energize volunteers and to assign volunteers to specific roles in preparation for the march. Among the roles needed were: 1. Art makers. FWW events are known for their quality signs and eye-catching art. Volunteers were told they needed no artistic experience, simply the ability to paste and cut per organizers' instructions. 2. Social Media. FWW informed volunteers for this role they would learn social media engineering skills, such as how to use Facebook, Twitter, Instagram and other social media platforms as a collective messaging system in concert with other volunteers. Volunteers would learn to take pre-written messages from FWW organizers and flood social media at appointed times in order to maximize FWW's message about the People's Climate March. This training will take place on April 4th and 13th at Loyola University. 3. Bus Organizers. FWW needed volunteers to help get protesters to go to D.C. for the main PCM on the 29th. 4. Marshals. FWW needed volunteers to act as crowd control/guides during the march itself. 5. Of note, FWW did not need any grassroots fundraising. TigerSwan Prepared for Energy Transfer Partners 10 INFORMATION CONTAINED IN THIS REPORT IS PROPRIETARY AND SENSITIVE DO NOT RELEASE OUTSIDE OF AUTHORIZED AND APPROVED RECIPIENTS 3) As of late-March Food and Water Watch had at least two charter buses taking protesters from Chicago to D.C. for the People's Climate March. According to FWW's bus organizer, FWW could sponsor several more buses if more people wanted to go to the D.C. march. Apparently, FWW had no difficulty sponsoring four buses to a recent event in New York (NFI). The bus tickets cost $270.00 each, however FWW would sponsor individuals who wanted to go but could not afford the cost. B. Past 24 Hours 1) Continue to support Sunoco personnel with operations as needed 2) Continue monitoring and auditing DAPL security 3) Continue ROW and facility assessment and update running estimate of the security status and ROW upgrade process 4) Conduct area and operational feminization for DAPL Security personnel 5) Conduct open source monitoring of activist groups 6) Valve Site Inspections: IL-10: Fence: Gaps (6"-10"), Gate: Gaps (10"-16"), Improper leveling/gravel, Site a mess from construction IL-20: Fence: Gaps (10-20"), Gate: Gaps (12-24"), improperly installed, Site a mess from construction IL-25: Fence: Gaps (6-10"), Gate: Front gaps (12-24"), IL-30: Fence: Gaps (2-4"), Gate: Gaps (6-18"), Needs leveling/gravel work IL-40: Fence: Gaps (8-10"), Gate: Gaps (8-10"), Needs leveling/gravel work especially in corner IL-60 Fence: Gaps (4-6“), Gate: Gaps (8-10“), Needs gravel/leveling work IL-70 Fence: Gaps (6-10", Gate: Gaps (10-14"), Pipes not painted, Site a mess from construction and left over materials IL-80: Fence: Gaps (4-6"), Gate: Gaps (14-18"), Pipe not painted, Needs gravel/leveling work IL-85: TigerSwan Prepared for Energy Transfer Partners 11 INFORMATION CONTAINED IN THIS REPORT IS PROPRIETARY AND SENSITIVE DO NOT RELEASE OUTSIDE OF AUTHORIZED AND APPROVED RECIPIENTS Fence: gaps (8-10"), Gate: gaps (12-14"), Pipe not painted, needs gravel/leveling work, Flooded partially, Incomplete electrical IL-90: Fence: gaps (8-10"), Gate: gaps (8-10"), Pipe not painted, Need gravel/leveling work Incomplete electrical IL-100: Fence: Gaps (10-12"), Gate Gaps (6-8"), Pipe not painted, Corner needs, leveling/gravel IL-105: Fence: gaps (4-6"), Gate: gaps (12-14"), Pipe not painted IL-90: Fence: gaps (8-10"), Gate: gaps ( 8-10"), Pipe not painted, Need gravel/leveling work Incomplete electrical IL-100: Fence: Gaps (10-12"), Gate Gaps (6-8"), Pipe not painted, Corner needs leveling/gravel IL-105: Fence: gaps (4-6"), Gate: gaps (12-14") , Pipe not painted IL-180 Fence: Gaps (6-8“), Gate: Gaps (6-8“), Pipe not painted, IL LR2 Fence: Gaps (6-10"), Gate: Gaps (4-6"), Pipes not painted IL-190: Fence: Gaps (6-8"), Gate: Gaps (6-10"), Pipe not painted IL-200: Fence: gaps (2-4"), Gate: gaps (4-6"), Pipe not painted IL-205: Fence: gaps (2-4"), Gate: gaps (8-10"), Pipe not painted IL-210: Fence: gaps (1-2"), Gate: gaps (6-8"), Pipe not painted, IL-215: Fence: Gaps (1-2"), Gate Gaps (4-6"), Pipe not painted, Corner needs leveling IL-220: Fence: gaps (2-4"), Gate: gaps (8-10"), Pipe not painted, Access road flooded TigerSwan Prepared for Energy Transfer Partners 12 INFORMATION CONTAINED IN THIS REPORT IS PROPRIETARY AND SENSITIVE DO NOT RELEASE OUTSIDE OF AUTHORIZED AND APPROVED RECIPIENTS IL-230: Fence: gaps (1-2"), Gate: gaps (4-8"), Ground needs more gravel/leveling IL-240: Fence: gaps (1" max), Gate: gaps (4-8"), IL-245: Fence: gaps (1-2"), Gate: gaps (4-6"), Large gravel piles remaining, Construction materials, cluttering site remain IL-250: Fence: gaps (2-4"), Gate: gaps (4-8"), IL-260: Fence: gaps (1-2"), Gate: gaps (4-6"), Electrical incomplete IL-280: Fence: gaps (1"), Gate: gaps (4-6"), IL-285: Fence: gaps (1-2"), Gate: gaps (4-6") IL-290 Fence: gaps (1-2"), Gate: gaps (4-6"), IL-300 Fence: gaps (1-2"), Gate: gaps (4-6"), Might need electrical (TBD), Lots of construction gear onsite IL-310: Fence: gaps (1"), Gate: gaps (6-8") IL-330: Fence: gaps (1-2"), Gate: gaps (4-6"), Flooded, Improper gravel/leveling IL-340: Fence: gaps (1"), Gate: gaps (6-8") IL-350: Fence: gaps (2-4"), Gate: gaps ( 6-8") IL-360: Fence: gaps (1"), Gate: gaps (6-8") IL-370: Fence: gaps (2-4"), Gate: gaps (8-10"), IL-380: Fence: gaps (1"), Gate: gaps (4-8"), Electrical incomplete C.
