INFORMATION CONTAINED IN THIS REPORT IS PROPRIETARY AND SENSITIVE DO NOT RELEASE OUTSIDE OF AUTHORIZED AND APPROVED RECIPIENTS Highlights The Cheyenne River North Camp, (Just a mile south of Cannonball River) is growing larger, A skid-steer was observed at Rosebud Camp, unknown if it was clearing a path from Rosebud (Parallel to River) back to new camp. A new camp is established in South Dakota, named, Tankini. We have issued American flags to all security for visual ID from aircraft, and have suggested the workers execute the same, However, when suggested to , He said he didn’t have to. No worries. CorrPro has vehicles inside the valve sights within 6’ of the valve, and I do not approve of this whatsoever. Supposedly Leighton is guarding the sites at night. A new camp is established in South Dakota, named “Tankini”. This camp is armed and Frank Archembault and the “Viking” nut job are running it. Just to add insult to injury, Dave Archembault was behind me at Runnings and did not like the fact that I was still around. The Details 1. NORTH DAKOTA A. Intel Update 1) TigerSwan Several protesters posted on social media that that they are arriving at Cheyenne River Reservation and getting closer to Standing Rock. Protesters stated they are returning to Standing Rock to homage to everyone during the protests. a. Continue to have the field managers patrol the ROW, access security and validate ROW upgrades conducted. Assist and mentor DAPL security personnel as required 3. ILLINOIS A. Intel Update 1) 2) 3) TigerSwan There are two dates for a “teach-in” in Chicago on both April 17 and April 18 2017. The events are mirror images on two different nights. Voices from Standing Rock will be a round table discussion with Standing Rock members. Both events are billed as NoDAPL and continues to demonstrate a resurgance in the Anti-DAPL rhetoric in Chicago and is echoed throughout the State. Events such as these along with the continued DIVESTMENT effort will continue to develop a threat against the current pipeline facilities throughout the State. https://www.facebook.com/events/400738476971701/ https://www.facebook.com/events/415098165513798/ Food and Water Watch continues to make a strong push for their sponsored protest in 29 April 2017. This march will simultaneously be held in multiple locations; the principle location being Washington D.C. Food and water Watch is spending an exorbitant amount of time and money to facilitate transportation from Chicago to Washington DC, as well as supporting that march with a local march in Chicago. The demonstration is being called the People’s Climate March. This event is anticipated to be a very large local march and will have a large group of Anti DAPL/Anti Pipeline marchers. https://www.facebook.com/events/263200760768048/ http://chicagoactivism.org/events/peoples-climate-march-chicago-2/ Illinois Activists are currently focusing on open source news stories that are claiming that the oil will not be traversing interstate until 14 May 2017. That focus is providing them continued hope to stop the oil flow prior to that date. They are also beginning to talk about possible direct action tied into the dates of the projected flow of oil per open source news reports cited. This demonstrates that DAPL is still at the top of many Illinois activists list, it also demonstrates the sophistication to garner information from a variety of sources beyond the liberal press. Past 24 Hours 1) DAPL Security was approached and made contact with a neighbor to the L/R-1 site. The gentleman, , informed me that he was just the curious neighbor of the township. The encounter went well and he informed me that he was always on watch and looking out for things and people that just don’t belong in the area. He was eager to take a business card and noted that if he sees any issues around the facility that he will call immediately since LE tends to take time getting to that location. This was a very positive encounter and DAPL security will continue to foster the relationship. 2) The pilot flying fixed wing security of the DAPL line made telephonic contact with the IL-PM to coordinate efforts through the weekend. The integration of air and ground operations will ensure positive coverage throughout the line. (Red and White Cessna, . pilot 3) Air patrol reported activity along the ETCOP ROW and valve sites just southeast of the Patoka pump station.
