DETAILS 1. NORTH DAKOTA A. Intel Update 1) Imagery Intelligence Analysis reveals camp growth from last weekend. 2) DAPL Security observed a skid steer tractor and a trailer at Camp 3 (formerly Rosebud Camp). The skid steer appeared to be conducting cleanup operations. a. Analyst Comment: The skid steer could be constructing a path between Cheyenne River Camp and Camp 3, based on previous source reporting of a cross-country route between Cheyenne River Camp and Camp 2. 3) DAPL Security observed a white pickup truck exit Camp 3 and enter the Cheyenne River Camp. a. Analyst Comment: This observation shows the direct connection between Cheyenne River Camp and Camp 3 activities. It further strengthens the likelihood of a path being constructed in order to avoid utilizing HWY 1806. b. Cheyenne River Camp has brought in the above depicted round bales and emplaced bales in the feeders within the corrals since last weekend. Also, the horses are new arrivals. c. Camp residents have acquired additional building materials (stacks of plywood by the tents). d. Rows of pallets depict the former supply tent's location. It has been taken down. e. Two new large GP tents have been set up. f. New vehicle tracks identified in the camps heading North and West. g. Area North of the tree rows is potential area for camp overflow. B. Past 24 Hours 1) Maintained security at valves ND-280 to ND-430 using roving patrols. 2) Additional guard posted at HDD West to conduct additional rover coverage Due to workers being off for the holiday. 3) Valve sites inspections: ND-280: Red cattle gate at access road not installed ND-290: Barb wire fence at access road ND-300: No barb wire fence around field or gate at access road ND-310: Red cattle gate at access road not installed C. Approximately 1 week of work remaining. 2. IOWA A. Intel Update 1) At approximately 1545 Christine Nobiss posted a live video that her and other members of the camp are heading to Boone County, IA. She is going to release the location of where they are meeting later, but the group appears to be planning something. They stopped by a large “Stop Eminent Domain Abuse” billboard near the IA pump station. 2) On 15 April 2017, at approximately 1420 a note was found at IA-440. It reads “E was here” and is written on Holiday Inn Express stationary. DAPL security had inspected the site approximately an hour before the note was found leaving a small range of time it was left. The origins of the note are unknown at this time, however “E” could stand for protester Eddie Simpson who was at Little Creek Camp and appears to have left the camp yesterday to travel to Colorado. 3) Jordan Chariton posted another video about Little Creek Camp featuring Chelsea Kent to promote his new organization “Truth Against the Machine”. Kent emphasized how Standing Rock used small actions and this new camp is focusing on larger actions they can do to stop pipelines and what they refer to as “the corrupt government.” They recommend people quit their jobs and join the camp. B. PAST 24 HOURS 1) Iowa DAPL Security patrolled the ROW, assessed the condition and upgrades, and interacted with the DAPL security force. 2) Valve Site Inspections: IA LR1: Perm fence with gaps from bottom of the fence to the ground ranging from 0-6.” The main gate is secured with a chain and lock, but there is no lock on the inside hasp. IA-LR2: Temporary fence on site, requires grading and gravel, accessible. Construction equipment on site. IA-LR3: Permanent fencing with Barbwire. There is very little gravel inside the valve site. There is free space under the fencing from 1 to 6 inches. The gates were wide open 15 April 2017. IA-LR4: Permanent fence is installed with gaps, 1 posted sign, needs painting, highly visible from the road. IA-11: Permanent fencing with barbwire. The main gate is not on its hinges correctly. IA-20: Permanent fencing with Barbwire. The main gate is not on its hinges correctly. There's only a few inches of free space under the drive through gate. There is more than a foot of free space under the back drive through gate. IA-30: Perm fence with barbwire. No gaps noted under fence. Gaps of 4-10 inches under gates. Back gate off hinges. Gates are not locked in most secure manner. IA-31: Has a permanent fence with barbwire. 4-7 inch gaps under gates. Both gates are off their hinges. Gates are not locked in most secure manner. IA-40: Permanent fencing. Requires gravel, no permanent power. The main gate and the back gate is not on its hinges correctly. There's a range from 0-5 inches of free space under the drive through gates. IA-60: Permanent fence with barbwire. There is a loose temporary fencing inside of the valve site. The front gate is not on its hinges. There is no gravel, or platform next to the valve. Gaps under the fence are approximately 1 foot. Gaps under the gate are approximately a foot and a half. There is a single strand of barbwire in the gap under the fence. 16 April 2017: A work crew is currently working to bring the VS up to grade. IA-70: Permanent fencing with barbwire on top. There is temporary fencing inside the perimeter. Needs gravel. The back gate is not on its hinges. There is no platform next to the Valve site. The free space under the fence varies from a few inches to over a foot and a half. The free space under the back gate is almost 3 feet. 16 April 2017: A work crew is currently working to bring the VS up to grade. IA-80: Permanent fence with barbwire. No gaps noted under the fence. Gaps under the gate are only 1 to 2 inches in spots. The gates are not hinged properly. IA-90: Permanent fence. There is only 1 to 2 inches of free space under each gate. The back gate is not hinged correctly. IA-100: Permanent fence with barbwire. No gaps under the fence. Gaps under the gates vary from 3 inches to approximately 1 foot with the back gate having the biggest gap. There's a single strand of barbwire under the back drive through gate. IA-110: Permanent fence with gravel, the back drive through gate has approximately 12” gap of free space. There's a single strand of barbwire under the back drive through gate. IA-120: Temporary fence. The panels are connected at the base with the stand and wired together at the top. The panels that operate as a gate are secured with a lock and chain. Needs gravel inside the valve site area. Additional 4x4 wire fencing has been added outside the temporary fencing. IA-130: Temporary fencing. Needs gravel within the temporary fencing. There is a lock and chain securing the temporary panels, which are being used as the gate. There is additional 4"x4" square wire fencing, which is about 4' tall outside the temporary fencing. IA-140: Temporary fence, no locks or chains to secure it. Needs gravel on the road leading up to the main entrance of the valve site. No platform next to the valve. The free space under this temporary fencing is over 1 foot. No permanent power. There is additional 4x4 square wire fencing outside the temporary fencing. IA-150: Temporary fence on site, requires grading, gravel. Temporary gate panels have no lock or chain or are wired together and most likely need to be fixed. Electricians trailer on site. IA-160: Temporary fence secured with zip ties. There's very little gravel from the road to the valve site. There is no meter box. NOTE: There is an unsecured electrician’s trailer loaded with electrical wire at site 14 APR 2017. IA-170: Temporary fencing with no locks or chain. Needs gravel leading up to the valve site. There is no platform next to the valve. There is no meter box or platform. There is 4x4 square wire fencing outside of the temporary fencing. NOTE: There are about 11 tires on site. IA-180: Has temporary fencing. Secondary 4x4 wire fence outside the temp fence. There are no locks or change securing any of the fencing. The use of wire and rope on some of the panels is the only thing holding them in place. There is no meter, there is no platform next to the valve site. The electricity is not hooked up. Needs gravel, grading, very muddy, not accessible beyond main road. 10-15 tires on site. IA-190: Temporary fencing. There is a secondary wire 4x4 fence around the temp fencing. There is only gravel from the road to the valve site. There is no meter box. There is no platform next to the valve site. There is no electricity hooked up. The post for the permanent fencing have been set. It's very muddy and the VS is holding a lot of water. Wooden pallets and spools of wire on site. The free space under the fence is over one foot. The free space under the drive through gates ranges from 1' to 1'6." West side of fence has barbwire. Continue to have the field managers patrol the ROW, access security and validate ROW upgrades conducted. Assist and mentor DAPL security personnel as required 3. SOUTH DAKOTA A. Intel Update 1) DOI 15 APR 17Tankini South Dakota Camp has grown to 46 persons. Disposition of the camp includes a large tan modern military tent used as a kitchen, 7 large tepees, 1 large OD green supply tent, approximately 17 camping tents, and 4 pull behind medium sized travel trailers. The demographics of the camp include about 40 percent Native, and 60 percent white, which are members of various communes that have traveled from Oceti camp. The Akicgita security/common mans group that was formed by Ryder (frank Archembault) and Viking (Aidenous Bishop) are camped here since they escaped camp 3 during the raid. They have a constant stream of supplies, local support, and the blessing of the landowner to develop the camp. Amos and Phyliss Baldeagle who own the 150 acres and surrounding bald eagle ranch wish to the develop the land into an armed resistance sustained community. The arming of the groups within the camp are not at 100 percent, but each native familial-group has individual weapons. The idea is to separate from the historical non-violent protection of their sustainment camp areas. There are multiple cases of walking pneumonia and white campers from Oceti (Camp 2). There are three individuals with symptoms of untreated consumption (TB). At of this report, there are no trained medics or healers at the camp but there are many skilled laborers, to include carpenters, welders, electricians, all with their trade equipment. Tankini camp will provide safe haven/logistics for KXL frontline camps, as well as be a hub for activists traveling to events from or within Indian country. B. Next 24 Hours 1) Ensure that American flags are placed on the top of all vehicles IOT provide DAPL air assets with a clear and identifiable marking. This will alleviate any confusion. 2) Continue to ensure that all security protocols are met and followed by all security personnel that are inspecting in roving valve sites in South Dakota A/O. 3) Continue to visually inspect all valve sites, looking for any damages or discrepancies. 4) Continue to monitor new reporting format. 4. ILLINOIS A. Intel Update 1) Coordinated efforts between fixed wing reconnaissance and ground security elements continued with good result. Fixed wing pilot maintains continuous communication with TS-IL command and control element from the beginning of their flight allowing rapid response and resolution to potential threats to the pipeline facilities. Continued coordination will provide a safe and secure environment and rapid response to threats along the pipeline. It is highly recommended that this coordinated effort become institutionalized using the ground command and control element to maintain awareness of air assets throughout their on-station time. 2) An unidentified sedan was identified by Eagle Sky Patrol at IL245. Vehicle pulled into the access drive and was photographed there. TS-IL responded to the sight along with DAPL Security. No contact was made by the ground security. The vehicle apparently used the access as a turn around. The site was inspected and remains secure. 3) 4) 16Apc-20 1 7311 DAPL Security officer reported that during his routine inspection of that the resident of the home adjacent to the valve site began photographing him or videoing his actions at that site and as he drove away. During a subsequent inspection of lL70, Sheriff Chris Smith (Fayette county Sheriff), made contact with the same security officer and explained to him that the resident of that house is anti?government. has a very good rapport with Sheriff Smith and will make contact early this week to get additional information about the individual and his threat assessment. The house is located at?; name of resident and physical address will be obtained and added to a follow up report. Oakton Community College, suburb northwest of Chicago, will be hosting a pannel discussion with the leadership of multiple organizations. The groups see this as an oportunity to discuss the different approaches these organizations take towards climate change, fighting oil and gas/other fossil fuel operations and have some dialogue about the merits of the approaches, and how to mutually support the group?s efforts. They continue their build of momentum towards that end with multiple ramp up events. The continual exposure throughout the activists communities is driving up the interest and participation expectation continues to grow. organizations in Illinois and more specifically Chicago are putting all of their efforts behind this demonstration. The Chicago groups supporting this effort, ensures a Native American persence throughout the demonstration and legitimitizes the enviromental groups efforts. The continued focus of the narative continues to elivate the threat to the pipeline in Illinois. This coupled with the normalizaation of targeted vandalism and the belief that the oil has not yet reached Illinois, puts the known pipeline facilities at a growing risk. 8.
