Intel Update 1) A call was received today at 14:40 from Morton County LE to DAPL Security informing that there had been a call to come in from a restricted caller informing Le that a bus load and nine vehicles were at the Prairie Knights Casino enroute North on 1806 to the private property or the North Bridge. After several hours of monitoring the property on of the SSA’s went south on 1806 to check the location of the walkers who determined the walkers had stop at the Cheyenne River Camp. Later DAPL security was notified that BIA made them turn into the camp because they were blocking the road. Continue to have the field managers patrol the ROW, access security and validate ROW upgrades conducted. Assist and mentor DAPL security personnel as required 3. ILLINOIS A. Intel Update 1) The activist known as Tawasi appears to be attempting to locate a camp site in the vicinity of the Keystone XL ROW. While he remains constantly a No-DAPL advocate, it appears he is beginning to stake out his claim at organizing a new camp to protest the XL pipeline. This is significant in that he appears to have stopped his efforts to establish a camp in or near Patoka, IL. 2) Chicago activists are currently shifting their attention to a visit by EPA director Scott Pruitt. All No-DAPL activists are putting out a call for a spontaneous, unpermitted demonstration When Pruitt visits an East Chicago Superfund site, scheduled for April 19, 2017. While the topic is the superfund site and clean environment, the protest will include “Clean Water” anti-DAPL groups at the protest. Currently, Mr. Pruitt has not released his schedule and therefore the protest will be coordinated through social media. The individuals are stating that they intend on this protest to be “like Berkley”. This is a clear statement of violence is intended. Additionally, there has been some talk of pro-Trump groups attending in a counter protest, once again setting up the potential for a violent confrontation during his visit. They have gained a lot of momentum with the No-DAPL organizations and will continue to exploit those. It appears that the bulk of the no-DAPL membership will be participating in Chicago’s demonstration and will be doing so as a group. The Chicago No-DAPL groups supporting this effort, ensures a Native American persence throughout the demonstration and legitimatizes the environmental groups efforts. The continued focus of the No-DAPL narrative continues to elevate the threat to the pipeline in Illinois. Past 24 Hours 1) TS-IL coordinated with Operations Manager Eagle Sky Patrol. Pilots will continue coordination with ground security throughout duration of their flight. TS-IL and Sky Patrol will conduct collaborative security efforts to ensure maximum coverage and shortest response time throughout the ROW. TS-IL will roll up significant events from air patrol as part of daily SITREPs. 2) Air security patrol has reported a farm tractor has become mired in the mud along the ROW. The pilot will provide the exact location of the tractor upon landing his aircraft. This issue may be blamed on the current state and lack of reclamation by local land owners.
