In the video, Nobiss discloses is the owner of the land the camp is on and he is very supportive of the cause. Nobiss further discusses how they need to use the camp to show people can live without reliance on fossil fuels. 2) In a live video from Real Progressives, Chelsea Lyons states there will be a kick-off to start the national Climate March at Little Creek Camp. Therefore, there is a significant increase in camp participants expected on or around 22 April. She also indicated the camp is running low on food. 3) Analyst comment: The arrival of new camp members coupled with source reporting indicating an action may take place on 22 April is concerning. The protesters believe there will not be oil in the pipeline until 14 May and are likely to attempt more sabotage under the false assumption that they can stop oil from flowing. 4) ND protester Sioux Z is now at Little Creek Camp. She expressed how the camp feels like a healing camp and she hopes to try to turn it into a resistance camp instead B. Next 24 Hours 1) Continued monitoring of Open Source information, ISR feeds, and other sources of information to provide accurate assessments of protester activities/migration which may impact DAPL operations. 2) DAPL security will continue to rove the valve sites in Iowa. Continue to have the field managers patrol the ROW, access security and validate ROW upgrades conducted. Assist and mentor DAPL security personnel as required 3. ILLINOIS A. Intel Update 1) . NoDAPL Illinois just announced that they are organizing a march in Champaign, IL, to run in conjunction with the Peoples Climate March in Chicago and Washington DC. This demonstration is being called March for Climate, Jobs and justice. It is scheduled to begin a 2pm CST and run until 4pm. https://www.facebook.com/events/268830286909434/?active tab=discussion 2) Members of the Chicago Sierra Club as well as #NoDAPL supporters traveled to St. Paul Minnesota to support a rally sponsored by the Friends of the Mississippi River, at the Capitol building. The rally featured several speaker with the keynote speaker being Winona LaDuke and explorer Ann Bancroft. The purpose of the rally was billed as protecting the waters of the Great lakes and the Mississippi River. The narrative, however, was almost exclusively anti-DAPL/anti-Pipeline. https://www.facebook.com/FriendsMissRiv/videos/10155083625111083/ 3) is a Standing Rock veteran and a Chicago based indigenous activist. She is a member of several indigenous groups, such as ChiResist, Illinois Water TigerSwan Prepared for Energy Transfer Partners 10 INFORMATION CONTAINED IN THIS REPORT IS PROPRIETARY AND SENSITIVE DO NOT RELEASE OUTSIDE OF AUTHORIZED AND APPROVED RECIPIENTS Protectors, and #NoDAPL Chi. According to , Chicago-based indigenous groups consider the Little Creek Camp in Iowa, "their" resistance camp. This level of possesion has been echoed by less noted activists from within Illinois, however coming from a Standing Rock Veteran lends a high level of credence to the statement. This would imply that Chicago activists’ groups are actively supporting the camp and have some sense of ownership of the camp. Establishing the level of support being provided and the method by which this support is delivered I believe is a critical piece of information in understanding the full potential of the Little Creek Camp. 4) Members of Chicago City Council are scheduled to introduce a council order for the city of Chicago to DIVEST from the financial institutions that support the Dakota Access Pipeline. This order was first discussed last November and 40 members of the Council had pledged their support. This order will likely pass when introduced to the entire council and is voted on; it will however be a symbolic measure since the city’s investments are managed by the State. It will however send a strong message in the effort to fight future pipelines. It will also affect the platform of the Democratic party, pushing it further left. It will also provide a symbolic victory for Food and Water Watch and other anti-pipeline organizations in front of the upcoming https://www.facebook.com/events/1884097308472168/?acontext=%7B%22ref%22 %3A%224%22%2C%22feed story type%22%3A%22308%22%2C%22action history% 22%3A%22null%22%7D 5) Food and Water Watch, continues their efforts to draw attention and maximize participation at the April 29, 2017 demonstrations in Chicago and Washington DC. They have gained a lot of momentum with the No-DAPL organizations and will continue to exploit those. It appears that the bulk of the No-DAPL membership will be participating in Chicago’s demonstration and will be doing so as a group. The Chicago No-DAPL groups supporting this effort, ensures a Native American presence throughout the demonstration and legitimatizes the environmental groups efforts. The continued focus of the No-DAPL narrative continues to elivate the threat to the pipeline in Illinois. This coupled with the normalization of targeted vandalism and the belief that the oil has not yet reached Illinois, puts the known pipeline facilities at a growing risk. https://www.facebook.com/events/263200760768048/ http://chicagoactivism.org/events/peoples-climate-march-chicago-2/ B.
