Currently, there have not been any reports filed by DAPL security patrol officers. Security logs are being reviewed to see if it was DAPL security or a neighbor. We believe that this was intended to be a coordinated attack across two states. There is sufficient cause to believe that there will be more attempts in the near future that will mirror the recent attacks and may even be coordinated across state lines. Increased presence at vulnerable sites and removal of materials such as tires in order to reduce opportunistic attacks are the most immediate means to stem the threat. Increasing the logistical burden will hamper future efforts but will not eliminate the threat until the perpetrators are apprehended. Photo were taken of the tires and then placed them back into the large pile of tires located roadside of CR 1650. TigerSwan SSA entered the site by way of going under front vehicle gate. (Gap is approximately 18" from ground) I then made a visual inspection and assessment of the valve site and equipment (One (1) Skid Steer is on site). Intel Update 1) 2) TigerSwan DOI 27 APR 17: Takini RD, Cheyenne River Indian Reservation Veterans Stand member presence prompted camp leadership to arm camp warriors, train in the use of those weapon systems, and build marksmanship lanes, as well as defensive structures. Apparent divisions within the camp: several con?icts observed between the native faction and hippy faction. It is assessed that it would be relatively simple to disband the camp internally, by inserting divisive rumors, as well as information operations on social media. The camp is sustained by minimal resources, with little to no food at times. Water is present, but running water is only available in the landowner?s residence, waste management is manual and inadequate, with no current medical personnel in the camp, health and welfare is non-existent. Preventative medicine does not exist, with sewage and food preparation conducted by the same hands, and in close proximity.
