Currently they have been striving to find a victory in the outcome of the pipeline’s completion. This has caused a shift in focus of many in Chicago. The majority have begun to focus on DIVESTING from both DAPL and what is being claimed to be the next “fight” KXL. This continues to gain momentum with most organizations focusing on DIVESTMENT and attacking the money sources for the pipelines. There have been multiple sit-ins at branch banks within Chicago and those occurrences have been becoming more frequent. 2) Several individuals have begun to focus on the “tail end of the DAPL line”, Bayou Bridge, sharing links to an organization called The Louisiana Bucket Brigade and Bold Louisiana. They have also begun talking about pushing support to a Camp to be set up in Louisiana called the L'eau Est La Vie Camp. These are all relatively new occurrences and have not garnered much attention to date outside of a small number of Illinois activists Louisiana Bucket Brigade: http://www.labucketbrigade.org/ BOLD Louisiana: https://www.facebook.com/BoldLouisiana/ http://boldlouisiana.org/?key=4205440 3) L'eau Est La Vie Camp: https://www.youcaring.com/leauestlavienobayoubridgepipeline-807622 4) One site that has begun to garner a lot more momentum among individual activists is a blog that spins Standing Rock in a very positive light. Claiming much of the events n ND as a victory of sorts. This, coupled with a the release of the new documentary Awaken has started to spur new life into many of the Illinois activists. This is an interesting read and seems to verify much of the intelligence analysis of activists continuing to use Standing Rock as not only a model but a catalyst for future antipipeline protests. http://peaceatstandingrock.com/dapl-alarm-clock/ 5) Chicago indigenous bloc that attended the Washington DC march this past weekend were part of a water ceremony prior to the DC march. This event was written up in a left leaning blog and it is going viral within the local activist’s community. http://m.democracynow.org/stories/17330 6) Chicago activists are seriously promoting the newest “documentary” AWAKE. Even with the multiple other documentary type videos that have been released recently. https://www.youtube.com/watch?v=Wzx3JVD8540 https://awakethefilm.org/ TigerSwan Prepared for Energy Transfer Partners 14 INFORMATION CONTAINED IN THIS REPORT IS PROPRIETARY AND SENSITIVE DO NOT RELEASE OUTSIDE OF AUTHORIZED AND APPROVED RECIPIENTS Past 24 Hours 1) Continue to support Sunoco personnel with operations as needed 2) Continue ROW and facility assessment and update running estimate of the security status 3) Conduct open source monitoring of activist groups IL-25: Fence: No Gaps , Gate: Front gaps (2-4"), unsecured construction material outside of fenced area, tires removed from site IL-30: Fence: No Gaps, Gate: Gaps (2-3"), site has been leveled and grade brought up to specification. TS went to the terminal at 23:00 to ensure closeout was done properly. 2) The guard had not received much guidance and was not that familiar with the facility and standard operating procedures. Nonetheless, TS ensured 5 gates were closed and took pictures of the chains and locks. The main point to all of this is that the termination of guard at Epping is premature. At this time, the perimeter chain link fence has been taken down to allow access to the client area for heavy equipment. This does not technically allow access to the terminal itself, except there are three easy breech points from the client area to the terminal. Security should be continued at locations with similar conditions. In fact, TS recommends that security guards be reinstated at Epping. After the guard left, TS walked into the client area unobstructed and took these pictures. Another lesson learned is that the terminals have differences. These anomalies allow for different security concerns at each. Security concerns need to be considered in the design phase of these type of facilities. I do not believe the engineers designing them take that in to consideration. The Stanley Terminal is a prime example. MTF 3) Picture below (0937) shows the fence line taken down to allow access.
