Intel Update 1) 2) Cheyenne River Camp traffic has remained consistent over the last 24 hours with 6 vehicles present. Partially finished permanent wood structure was observed being worked on this morning. Suspicious vehicle with dealer plates and elderly Native American driver stopped by Gate 3 for approximately 5 - 10 minutes without incident. a. Analyst Comment: Native American woman was determined to not be who has been operating in the area, taking pictures. The fact that the vehicle had dealer plates is consistent with the vehicle operated by the ?Legal Team? of protesters which stopped along HWY 1806 at the HDD- West gates on Saturday, 06 May 2017. It is unknown if these are newly purchased vehicles or if they are ?test driving? vehicles from dealerships in order to conceal their identity. 3) aka_ remains in the Bismarck/Mandan and Cannonball 4) TigerSwan areas. Veterans Service Corps hosted an online event to launch ?#OPEagle? (Operatation Eagle). This group is calling Cheyenne River Camp in Cannonball by a different name: ?4 Bands Camp?. a. At the time, Veterans Stand was in its infancy and had limited organization. The Veteran Service Corps group appears to be better planned and organized than Veterans Stand group was. “Chris” is a former member of Veterans Stand and now leader of Veterans Service Corps. B. IOWA A. Intel Update 1) Social media exploitation tools pinned an IP address likely associated with Jessica Reznicek to a Sovereign Grace Church in Des Moines, IA four days ago. The area is on the same grounds as Iowa Lutheran Hospital in Des Moines, IA. The church appears to have moved, or may be inside the hospital. The hospital location is minutes from the Berigan Catholic Worker House. This suggests Reznicek may be back in the Des Moines area. Furthermore, the ping at the hospital may correlate to the reporting of Ruby Montoya and her medical issue at the Colfax Inn. Reznicek and/or Montoya may still be suffering wounds from the arson. Their organizational skills, disciplined approach to the narrative and their ability to effortlessly procure funds makes FWW continuing threat to DAPL as well as future pipeline construction. 2) FWW is a very sophisticated organization, capable of quickly applying lessons learned from previous activist’s events and efficiently applies those lessons to ongoing operations. This level of sophistication will be the starting point for future pipelines such as Bayou Bridge and KXL. Divestment is the primary focus of many of the Illinois groups as well as groups across the nation. Threats to the banks caused by protests and negative press have had some success in impacting the financial support for DAPL and causing several banks to break ties with the support. It appears that this tactic of pressuring banks to not support operations will continue to be a focal point for activists. Chicago has played a major role in the DIVESTMENT tactic. Chicago activists are providing the ground work to influence the Democratic Party and their stance on DIVESTMENT and public stance will be against the pipeline. This is effort may have come too late to truly impact the DAPL line but is already being applied against KXL and is beginning to take shape against the Bayou Bridge project. Each protest that is executed at a bank, City Council meeting or on the steps of city hall, garners instant publicity and keeps the pipeline in current social and political conversations within the community. This effort should be viewed as a serious threat to the security and a mitigation should be incorporated into the security plan. The security plan should maintain an Information Operations Campaign plan and incorporate that into the overall security plan. This seems to provide some level of long term popular tolerance and longevity that environmental issues normally don’t have the stamina for. By tying in social issues, such as; race, religion and gender, into the planning and organization, allows environmental groups such as FWW. This allows the message to be heard by a much larger audience and avoiding some of the weariness that tends to go into any long term movement. It is article like this or many others that shows that this is actively being exploited by the principle organizers. The Anti Dakota Access Pipeline being the first effort that is utilizing that technique and has seen some success. Demonizing ETP and tying them to a narrative of genocide in conjunction with the government allowing the message to play well with minorities as well as the anarchists and antifascists effectively combining multiple messages with the environmental narative.
